The process has two (2) stages. Stage (1) is to facilitate an understanding of potential options and costs to meet the Defence need. Responses to this RFP as Stage (1) of the process, may inform decisions relating to a subsequent Stage (2) of the procurement process for potential issue of Requests for Tender. Indicative timings are provided within the RFP and attachments.

Description:

One Commercial Off The Shelf (COTS) vessel with fit-out and accessories to be used as a Police Support Craft for the Vanuatu Police Force. The Police Support Craft is to be used for national operations within the Exclusive Economic Zone (EEZ) of Vanuatu.

Conditions for Participation:

1. The Commonwealth will exclude a response from further consideration if the Commonwealth considers that:

a. the proposal does not meet the requirements set out in the SOR and Conditions of Proposal;

b. has not provided a signed Declaration in the form required at Annex B to the conditions of proposal; or

c. does not comply with a requirement identified as essential in the SOR.

2. The Commonwealth may develop a shortlist of one or more respondents at any time during the evaluation process. Shortlisting will be conducted on the basis of an assessment of the proposals against the requirements of this RFP.

3. Only shortlisted respondents will be requested to participate in any subsequent RFT or other procurement process.
