The functions and responsibilities of the Audit Committee are detailed in the PGPA Act and the APVMA Audit Committee Charter (Attachment A).

The audit committee holds four meetings each year in March, May, September and December. 

The contractor will be expected to:

  1. read the Audit Committee papers provided by the APVMA and prepare for each meeting of the Committee
  2. be (or quickly become) familiar with the APVMA’s operations 
  3. facilitate the Committee’s performance of its functions and responsibilities
  4. attend meetings on the agreed day.

The contractor may be required from time-to-time to provide advice or assistance to the APVMA’s Chief Executive Officer or Deputy Chief Executive Officer on matters relating to internal controls, compliance, risk, financial management and reporting.

The contractor should be able to demonstrate relevant skills and experience in the following:

1. Robust knowledge (or ability to quickly obtain such) of the organisation and its operations preferably with knowledge or experience in an agricultural services environment 

2. An understanding of the requirements for, and monitoring of, compliance with legislation preferably in a regulatory environment

3. Financial or accounting knowledge and financial, performance and integrated reporting experience particularly in a public sector environment

4. Strong understanding of the requirements for determining performance objectives and monitoring achievement of outcomes

5. Strong business acumen and risk management experience

6. A strong understanding of internal and external audit roles and processes and organisational governance frameworks.

The Contractor has the necessary experience, skill, knowledge, expertise and competence to perform the Services and (where appropriate) will hold such licences, permits or registrations as are required under any state, territory or Commonwealth legislation to perform the Services, and are fit and proper people.

The Services will be complete and accurate.

Potential contractors are reminded of their obligation to notify the APVMA of any conflicts of interest. For the purposes of this RFQ a conflict of interest includes any actual, potential or perceived conflicts. 

When notifying the APVMA of any conflicts of interest potential contractors should detail the proposed strategy to manage the conflict. This will be taken into account during the evaluation of this RFQ.

The contract is expected to start on 17 August 2020, for a period of two years, with the option for extension of up to 12 months, exercisable at the sole discretion of the Commonwealth.
