The ATO is seeking to engage a Supplier to deliver One Habit at a Time Program 2022-24, which includes supplier to support the combined design and delivery of the ‘One habit at a time’ (OHAAT) program which aims to target senior leaders and a cohort of approximately 2,500 middle managers (program participants) to lead incremental and specific shifts or changes in behaviour across the organisation. The focus of this program is to build leadership and management capability in order to drive cultural change as part of the implementation of the ATO’s 2024 Culture strategy.

The ATO is looking for a Supplier that will deliver:

  • Signature activity/event for Program Participants (middle managers) – to learn practical actions to embed the habit into daily work routines with their teams
  • Design of self-paced activities to support the signature activity for both SES and Program participants. These self-paced activities could be delivered as pre or post work around the signature activity and must be driven by best practice, research, or behaviour change approaches
  • Design the communication and marketing approach to be implemented by internal ATO marketing and communication specialists to advertise and promote the program, clearly articulate the components, and notify staff of upcoming events or initiative to maximise engagement
  • Design of pre and post habit assessments, specific to each habit, to understand perception and behavioural changes that occur because of the program
  • A comprehensive evaluation approach to understand the value of the program and the culture shifts demonstrated through the activities

The Conditions for Participation are set out in the Part 3 — Tender Response Form — General and no other requirement in this RFT is to be treated as 'Condition for Participation' despite the use of 'must', 'will' or other mandatory language.

Before preparing a Tender, a Tenderer should first ensure that it (and all relevant subcontractors it proposes to identify in its Tender) can meet the Conditions for Participation. The ATO:

•will not consider a Tenderer’s Tender unless that Tenderer complies (and all its relevant subcontractors comply) with the Conditions for Participation as at the Closing Time,

•will not further consider a Tenderer’s Tender if it (or any of its relevant subcontractors) ceases to comply with the Conditions for Participation at any subsequent time in the RFT process, and

•will not enter into a contract with a Tenderer unless that Tenderer complies (and all its relevant subcontractors comply) with the Conditions for Participation as at that time.
