Request for Tender for: postal vote application data capture; and postal vote printing and mail house services.

The RFT is divided into Part A and Part B. Tenderers may provide a response to either Part A or Part B, or both parts (thereby providing an end-to-end postal voting solution). It is the AEC’s preference to engage a single Service Provider to provide the Services for both parts.
Part A: The AEC is seeking to engage a Service Provider to capture data from postal vote applications. The AEC is particularly interested in finding innovative solutions that provide an efficient and effective way of performing this task.
Part B: The AEC is seeking to engage a Service Provider to produce postal vote packs and lodge them with the mail service provider. This service is referred to as ‘central print’ and is the way the majority of postal vote packs are produced. AEC Divisional Offices and State Offices are also required to prepare and lodge postal vote packs. This is referred to as ‘local print’. The Service Provider will produce the Electoral Products to support this method of printing.
Tenderers are asked to:
•review the enclosed information;
•request clarifying information from the AEC, if required, prior to the enquiry deadline; and
•complete Schedule 3 and all Annexures and attachments of the RFT and submit.
Due to AusTender file limitations additional attachments (A to H) will be published in following Addenda.
(a)The Tenderer must not be currently named as not complying with the Workplace Gender Equality Act 2012 (Cth) (WGE Act);
(b)The Tenderer either:
i.holds a Valid and Satisfactory Statement of Tax Record; or
ii.has a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the RFT Closing Time, and holds a Valid and Satisfactory Statement of Tax Record no later than 4 business days from the RFT Closing Time.
(c)The Tenderer holds a Valid and Satisfactory Statement of Tax Record for any first tier subcontractor that it proposes, as part of its Tender, to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive).
The AEC expects to enter into contracts with successful tenderers in February 2021.
Contracts are expected to have an initial term of three years. It is expected that there will be extension options of one or more periods, not exceeding 5 years of extension in total.
