The Department of Education, Skills and Employment (the department) is seeking responses from organisations and individuals interested in becoming members of the Workforce Australia – Workforce Specialists Panel to deliver the Workforce Specialists Initiative 2022–28.

As part of Workforce Australia commencing 1 July 2022, the Australian Government is establishing a panel of Workforce Specialists. Panel members will be engaged on an as-need basis to deliver a range of projects to meet workforce needs of key industries and occupations by connecting them to suitable job seekers in Workforce Australia Services, Workforce Australia Online Services and Workforce Australia – Transition to Work.

The Workforce Specialists Initiative aims to: 

• connect identified employers and industry with workforce needs to job seekers, providing a pathway for them to gain or build on the skills and attributes needed to take up these opportunities

• provide innovative and effective project-based workforce solutions to meet the needs of industries identified in the Workforce Connections: Workforce Specialist Project Framework or other emerging needs identified by the department

• provide project-based workforce solutions across a broad geographical or industry/occupation focus, leveraging existing initiatives at the national, state and territory government levels.

Workforce Specialists will work collaboratively with industry and business, employment services providers, the department and stakeholders to initiate, Co-design and deliver Workforce Specialist Projects.

The Request for Proposal (RFP) sets out the service requirements for the Workforce Specialists Initiative 2022–28, as well as information on how to respond, the selection criteria and the evaluation process.

Submitting your response to this Request for Proposal

In accordance with the Commonwealth Procurement Rules, the department has advertised this approach to market on the AusTender website, however, all responses to the RFP must be submitted electronically through the 360Pro system.

Respondents must access and register with 360Pro via the Employment Services Tenders website (tenders.employment.gov.au).

Respondents are reminded that Addenda may be issued in relation to the RFP and are advised that the ‘SUBMIT AND LOCK RESPONSES’ button will not appear in 360Pro until all Addenda have been opened. It is in the best interest of Tenderers to read all Addenda. Addenda are located on the ‘Request Info’ tab in 360Pro.
