REEF HQ CAPITAL WORKS PROJECT
The Commonwealth of Australia acting through the Great Barrier Reef Marine Park Authority (Authority) is seeking Expressions of Interest (EOI) from respondents with the capability and capacity to perform the role of Principal Contractor for the Design & Construct of the Reef HQ Capital Works Project (Project).
After 33 years of operation, ageing and increasingly unreliable assets continue to impact the Authority’s capacity to safely and effectively provide education and informational services at Reef HQ. The proposed works will provide a significant positive impact by addressing safety and operational risks to the Authority and ensuring the adequacy of critical infrastructure including animal life support systems. The proposed works will also promote the continued social and economic benefits to the local Townsville community.
The works proposed to be delivered under the Project comprise a variety of improvement, replacement, upgrade, decommissioning and disposal works. The integrated program of works may include but is not limited to:
- External walls, holding tank nib wall and other main tank structures’ remediation;
- Pump room waterproofing;
- Replacement of acrylic viewing panes;
- Relocating the Turtle Hospital;
- Replacement of ‘shipwreck’ heritage exhibit;
- Upgrade Exhibit Areas;
- Upgrade Façade, Foyer and Admissions;
- Retractable Cover to the Coral Reef Exhibit (CRE);
- Gantry crane remediation;
- Waterproof membrane to Observation Deck;
- Electrical works;
- Generator Room refurbishment;
- Dive Gear/Dressing Shed remediation;
- Repair of steel canopy on the Observation Deck;
- Walkways, ladders, gantries and edge protection;
- Construct dive supervisor hub building;
- Staff amenities upgrade;
- Install person with disability toilet;
- Workshop upgrade;
- Install passenger lift;
- Upgrade skip enclosure;
- Replacing air handling units;
- Waste water and biosecurity remediation;
- Replace variable speed drives, field devices, mechanical control systems;
- C-Bus Lighting Control System upgrade;
- Upgrade of security system; and
- Animal Life Support Systems upgrades.
It is anticipated the works will span a period of three years including a proposed 12 month temporary closure at a minimum of Reef HQ commencing early 2021.

All enquiries relating to the lodgement of EOI Responses on AusTender must be made via the AusTender website (www.austender.gov.au) in accordance with section 8.3 of the attached REOI-General Outline.
Respondents must familiarise themselves with all attached documentation.
EOI Responses must be submitted via the AusTender website (www.austender.gov.au) by the closing date in accordance with section 8.5 of the attached REOI-General Outline, as no other method of submission will be accepted.
