The Commonwealth is seeking tenders from Tertiary Education Quality and Standards Agency (TEQSA) accredited Universities to engage in a commercial arrangement to provide the Australian War College with academic and support services to deliver world class residential courses, distributed learning, research, seminars and professional journals, supporting the delivery of joint professional military education to Defence. Under the arrangement, the Commonwealth will engage a TEQSA accredited University to assist in the provision of academic and support services.

An industry briefing will be conducted at the Australian Defence College on 23 July 2020. In parallel, the briefing will be streamed online via Zoom for parties unable to attend due to COVID-19 restrictions. The blended physical and digital approach will enable equal participation in the information briefs and question and answer session for prospective tenderers whether they attend physically or online.

Tenderers must comply with the following clauses of the Conditions of Tender:

Clause 1.9 Statement of Tax Record;
Clause 2.4 Preparation and Transmission of Classified Tenders; and
Clause 1.10 Accreditation.

On request by the Commonwealth, the tenderer is to comply with the Commonwealth security clearance and accreditations process as detailed in Principles 23, 40, 72 and 73 of the DSPF, including obtaining the level of security clearance and accreditations required by the Commonwealth.

The successful tenderer will be required to obtain Defence Industry Security Program (DISP) membership before the Operative Date (refer to clause 2.6, Annex D to the COT and clause 4.14 of the draft SOW).
