Design Services Consultant (DSC) (DSC-1 2021) – Request for Tender for design and related services for Projects ESTS129Ph5 and ESTS9100Ph1.

The Services are briefly described in the following paragraphs.

For Project ESTS9100Ph1 the Services include all design and related services to support the acquisition by Navy of an additional 12 MH60R (Romeo) helicopters.  The facilities shall comprise primary operating and sustainment (home port) facilities at HMAS Albatross, and, user defined, limited upgrading of the helicopter support facility (HSF) at HMAS Stirling.

The design services scope items for ESTS9100Ph1 are likely to include:

·             HMAS Albatross – new and/or upgrade and/or refurbishment of facilities and additional living-in accommodation; and

·             HMAS Stirling – upgrade and/or refurbishment of facilities.

For Project ESTS129Ph5, subject to the Special Conditions, the Services include all design and related services to provide facilities in support of the introduction of Navy’s MUAS.  The facilities shall comprise: primary operating and sustainment facilities at HMAS Albatross and Jervis Bay Airfield and dedicated storage for deployment facilities at HMAS Stirling, HMAS Cairns, and HMAS Coonawarra.

The design services scope items for ESTS129Ph5 are likely to include:

•             HMAS Albatross - upgrade and/or refurbishment of facilities and additional living-in accommodation;

·             Jervis Bay Airfield - new facilities to support training;

·             HMAS Stirling – construction of new facilities to increase storage options;

·             Larrakeyah Defence Precinct –  construction of covered hardstands; and

·             HMAS Cairns – construction of covered hardstands.

Tenderers are to note that Services for Project ESTS129Ph5 are not likely to be required until later in the Delivery Phase for Project ESTS9100Ph1 and are the subject of indicative pricing as part of this Tender process.  This is described throughout the Tender Documents and, in particular, in the Special Conditions of Contract.

Disclaimer and Confidentiality Agreement

The Disclaimer and Confidentiality Agreement is available by clicking on "ATM Documents". 

Tenderers are required to download, complete, duly execute and return the Disclaimer and Confidentiality Agreement by email to the Tender Administrator prior to release of any tender documentation.

Upon receipt of the complete, duly executed Disclaimer and Confidentiality Agreement, the Tender Administrator will release the Tender Documents to the respective Tenderer. 

Confidential Information

The Tender Documents contain Confidential Information. Further information regarding the Tenderer's obligations in respect of Confidential Information is set out in the Disclaimer and Confidentiality Agreement and the Tender Documents.

Defence Industry Security Program

To provide all the services requested in this RFT, the successful Tenderer will need to be a certified member of the Defence Industry Security Program (DISP).

Accordingly, under the Tender Documents, the Tenderer is to provide:

  • if it is currently a certified member of the DISP, a copy of its DISP membership certificate; or
  • if it is not currently a certified member of the DISP, supporting documentation that demonstrates that the Tenderer has applied for DISP membership and that provides the Commonwealth with a high degree of confidence that it will have DISP membership in place by the proposed Award Date.  The Commonwealth will not be able to award the Contract to a Tenderer that does not, as at the Award Date, hold DISP membership. 

Industry Briefing

An industry briefing will be conducted. Further information regarding the industry briefing will be provided to Tenderers who have completed, duly executed and returned the Disclaimer and Confidentiality Agreement to the Tender Administrator..

Indigenous Procurement Policy

The Australian Government's Indigenous Procurement Policy took effect on 1 July 2015.  Further information regarding the Indigenous Procurement Policy is provided in the Tender Documents (including, if it applies potential minimum form and content requirements).

Joint Bids

The Commonwealth does offer the Tenderer an opportunity to lodge its Tender on a Joint Bid Basis.  Further information regarding Joint Bids is provided in the Tender Documents.

PWC Act

The Works described in the Tender Documents are a "public work" and therefore subject to section 18 of the Public Works Committee Act 1969 (Cth).
