The ANAO is proposing to establish a Refreshable Standing Offer Arrangement for the provision of Professional and Associated Services.

The ANAO’s purpose is to support accountability and transparency in the Australian Government sector through independent reporting to the Parliament, and thereby contribute to improved public sector performance.

The Auditor-General and the staff of the ANAO play an important role in the process of public accountability by providing the Parliament, the Executive, and Management with an independent assessment of the operations of public sector organisations. The ANAO’s Executive and staff are located in Canberra.

The ANAO provides its principal client, the Parliament, with approximately 50 published audit reports annually. These reports include performance audits and financial statement audits. The ANAO also has a close working relationship with the JCPAA which reviews the audit reports on a quarterly basis.

Through the audit and related services provided to the Parliament by the Auditor-General and the ANAO, the Australian public can have confidence that the Auditor-General is examining and reporting on the actions of Commonwealth entities and whether public resources are being used economically, efficiently, effectively, and ethically.

Accordingly, the ANAO invites suitably qualified consultants/contractors to submit a tender for the establishment of a Standing Offer for the Provision of Professional and Associated Services.

The ANAO will exclude a response from further consideration if the tenderer does not meet the following conditions for participation:

1. The tenderer and any subcontractors proposed in the tender must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth).

2. The tenderer confirms that in dealing with its employees and independent contractors, the tenderer has due regard to Commonwealth policies on the engagement of workers, comply with Commonwealth policies on the engagement of workers, including the obligations under the Work Health and Safety Act 2011 (Cth) and relevant work health and safety laws.

3. Statement of Tax Record (STR) 

a. the tenderer either:

I. holds a Valid and Satisfactory Statement of Tax Record by the closing time; or

II. has a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the closing time, and holds a Valid and Satisfactory Statement of Tax Record no later than 4 business days from the closing time: and

b. the tenderer holds a Valid and Satisfactory Statement of Tax Record for any, first-tier subcontractor that it proposes, as part of its response, to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive).

Note to tenderers: Tenderers should apply for a Statement of Tax Record and should ensure that their subcontractors apply for a Statement of Tax Record within sufficient time to meet these conditions for participation.

The anticipated commencement date of the panel is 1 November 2022, the arrangement will remain for a total of 3 years. Expiry being 30 September 2025. The ANAO may at its sole discretion opt to extend the arrangement by any number of periods of 12 months each.
