Northern Endeavour Decommissioning Program Phase 3A - LamCor Subsea Infrastructure Recovery

The Department of Industry, Science and Resources invites tenders for Phase 3A of the Northern Endeavour Decommissioning Program. The services comprise a staged scope of work for the planning, engineering, recovery and transportation of remaining subsea infrastructure and associated materials from the Laminaria and Corallina fields to a nominated Australian port.
Stage 1 will include project management, engineering, methodology development, procurement, fabrication planning, regulatory support, development of required contract deliverables and preparation of a Stage Gate Review Pack. Stage 2, subject to future Commonwealth approval, will include offshore execution activities, including recovery of spools, jumpers, flying leads, flexibles, umbilicals, subsea structures, mooring lines and suction anchors, together with transport and load-in or offloading of recovered materials.
The procurement also includes Optional Scope for title surrender activities and seabed restoration, if required. The initial contract award is expected to authorise Stage 1 only. Progression to Stage 2 and any Optional Scope will be subject to successful completion of the Stage Gate Review process, funding availability and all required Commonwealth approvals.
All enquiries must be submitted in writing to the Contact Officer via LamCorSubseaRemoval@industry.gov.au in accordance with the Conditions of Tender. Tenders must be lodged electronically through AusTender by the closing time.
The Phase 3A RFT Conditions of Tender document provides essential guidance for preparing a compliant and completed tender response. It includes guidance on:
- The scope and location of services to be delivered across two stages, as outlined in the Statement of Work (Attachment G);
- Legislative and policy requirements, which may vary depending on the location of service delivery;
- Mandatory requirements, including minimum content and format standards, conditions for participation, and essential criteria that must be met;
- Required documents, attachments, and supporting evidence to be submitted with the tender;
- Industry briefings scheduled to be released via Addendum within the first two weeks of the tender response period; and
- The requirement to complete a Non-Disclosure Deed to access Commonwealth confidential information relevant to the RFT.
All prospective tenderers are strongly encouraged to read the Conditions of Tender in full.
The Commonwealth will exclude a Tender from further consideration if any of the following conditions apply:
(a). the Tenderer or any member of its Consortium (if applicable), has any decisions against it (excluding decisions under appeal) relating to employee entitlements for which any resulting order has not been satisfied;
(b). the Tenderer, the Tenderer’s Personnel or any member of the Tenderer's Consortium (if applicable), any proposed Subcontractor or Subcontractor Personnel, have been listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth) or named in the Consolidated List;
(c). the Tenderer is not (independently or as lead entity of any Consortium) a single legal entity with the capacity to contract;
(d). the Tenderer does not hold all Valid and Satisfactory Statements of Tax Record required for its entity type, under item C-2(d) of Attachment C to the RFT by the RFT Closing Time; and
(e) the Tenderer does not hold, (if known at the time of tendering), all Valid and Satisfactory Statements of Tax Record required for the entity type of any first tier subcontractor that it proposes, as part of its Tender response, to engage to deliver the Work as part of a contract resulting from a procurement with an estimated value of AUD $4 million or more (GST inclusive).
