AZ6481 – Invitation to Register - Managing Contractor Contract (MCC-1 2021) Southern & Eastern Victoria Program

The Southern and Eastern Victoria Program (SEVP) will affect the delivery of critical facilities and infrastructure to support and enhance existing training functions at Simpson Barracks and RAAF Base East Sale through the following three projects:
EST02050 Simpson Barracks Redevelopment (SIM) Project at Watsonia, Victoria:
· Replacement and upgrade of services infrastructure including electrical, Information Communication Technology (ICT), potable and fire water, sewer and stormwater, water quality and overland flow;
· Construction of new combined 138 Signals Squadron and CIOG facility;
· Replacement of existing LIA buildings with level 3 facilities;
· Replacement of the DFSS Q-store with a purpose-built logistics facility including working accommodation, storage and workshop functions;
· Relocation of JLU-V workshop functions to Maygar Barracks; and
· Demolition of aged worn facilities.
AIR5428 Phase 3 (ESTA5428PH3) Air Mission Training System (AMTS) Project at RAAF Base East Sale (ESL), Victoria:
· Construction of new facilities including an Air Mission Training Centre
· Constructin of a new 35-person LIA building with level 3 facilities;
· Refurbishment of two Bellman Hangar for light training aircraft and two HP Maintenance Hangars; and
· Demolition of aged worn facilities.
EST02051 RAAF Base East Sale Mid-Term Refresh (ESL MTR) at East Sale, Victoria (scope currently under review):
· Improvements to base engineering services infrastructure including electrical, ICT and sewer;
· Improvements to Base access security improvements;
· Roads infrastructure improvements works for the Dutson causeway, broader base pedestrian network and end of trip facilities;
· Construction of new facilities including a new Mechanical Equipment Operations and Maintenance Section facility, working accommodation for 30 SQN, Joint Military Police Unit and Air Movements Terminal;
· Upgrade and refurbishment of existing facilities including armoury facilities across the base and the Dutson Training Area Marksmanship Training Range;
- Demolition of aged worn facilities
WHS Accreditation Scheme

Indigenous Procurement Policy

Joint Bids

Minimum Form and Content Requirements
- complete and lodge tender registration form;
- complete and lodge Schedule D – Information Security;and
- complete and lodge Schedule F – Statement of Tax Record.

The award date for the contract is anticipated to be in or about November 2023, with completion in or about October 2027.
