The supply chain facilitation component of the Moon to Mars Supply Chain program expects successful tenderers to work with Australian Space Organisations to achieve the following objectives:

  • develop opportunities for Australian Space Organisations to enter their space supply chain across their business units;
  • work with adjacent industries to bring them into the Australian Space Sector;
  • assess, qualify and on-board capable Australian Space Organisations to be part of their space supply chains and those of their major sub-contractors;
  • provide mentoring, training and regular feedback.

The core service the Agency expects to procure for this tender is supply chain opportunity identification and on-boarding, where successful tenderers identify opportunities and commit to assisting the Australian Space Sector to enter their space supply chains and those of their national and international suppliers into major projects.

It is imperative that the first step of the intended staged procurement leverages extant business development pipelines to accelerate program outcomes, especially considering the impending NASA Artemis program timelines.

Tenderers are invited to attend an Industry Briefing in relation to this Request for Tender (RFT). The briefing it to be held via webinar on 16 June 2021 at 11:30am EST (11:00 CST).

Attendance at the Industry Briefing is not mandatory for submitting a response to this RFT.

  • The tenderer and any subcontractors proposed in the tender must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth).
  • The tenderer confirms that in dealing with its employees and independent contractors, the tenderer has due regard to Commonwealth policies on the engagement of workers, comply with Commonwealth policies on the engagement of workers, including the obligations under the Work Health and Safety Act 2011 (Cth) and relevant work health and safety laws.
  • The tenderer and any subcontractors proposed in the tender are not insolvent, bankrupt, in liquidation, or under administration or receivership.
  • The tenderer will have a significant commercial business with available supply chains to on-board Australian companies into, and space heritage and major space projects experience to mentor smaller Australian companies. The threshold expected is that the tenderer must have been awarded a space contract, or combined multiple space contracts under a program, for at least $100 million in the last 10 years.
  • The tenderer will have the appetite and ability to pursue business development activities in Australia with the aim of seeking to on-board Australian companies into their supply chains or potential supply-chain eco-systems.
  • The customer will exclude a response from further consideration if the tenderer does not meet the following conditions for participation:
    • the tenderer either:
      • holds a Valid and Satisfactory Statement of Tax Record by the closing time; or
      • has a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the closing time, and holds a Valid and Satisfactory Statement of Tax Record no later than 4 business days from the closing time; and
    • the tenderer holds a Valid and Satisfactory Statement of Tax Record for any first tier subcontractor that it proposes, as part of its response, to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive).

Tenderers should apply for a Statement of Tax Record and should ensure that their subcontractors apply for a Statement of Tax Record within sufficient time to meet these conditions for participation.

The anticipated timeframe for the contract is two years with two options to extend for a period of 12 months each.
