Early Works Package 4--Civil Works and Bulk Excavation Contractor
The Memorial is issuing this RFT to identify the Tenderer that offers the best value for money response for the provision of undertaking civil works, earth retention works and bulk excavation across 3 work sites (‘Requirement’) for the Project.
This scope detailed in this Requirement is referred to Early Works Package 4 (‘EWP4’) and is one of four integrated early works packages to be undertaken as part of the Project. The aim of the four early works packages is to undertake all activities required to enable bulk excavation in advance of the Main Works Packages (‘MWP’).
Important Note – Project Remains Subject to NCA Approval
Tenderers should note that the Australian War Memorial (‘Memorial’) Development Project (the ‘Project’) remains subject to National Capital Authority (‘NCA’) Works Approval.
The Memorial does not guarantee that this approval will be secured. Should the approval not be secured, and without limiting any other right set out in the Request for Tender (‘RFT’), the Memorial may terminate the RFT process. If the process is terminated, the Memorial is not liable for any costs incurred in reliance on the RFT or associated with the preparation of any Tender.
Tenderers must not contact the NCA directly in relation to the Project. Any questions about the role of the NCA in the Project are to be directed to the Contact Officer in clause 4.1, and if further information is required by Tenderers to prepare a Tender, the Memorial may issue an addendum.
Industry briefings
The Memorial will hold one (1) Industry Briefing covering the scope of works for all four (4) of the Early Works Packages. This is to ensure that Tenderers have a thorough understanding of the complexities and interdependencies that the Early Works Packages have with each other in relation to staging and program.
Registered Tenderers must pre-register their attendance at the industry briefing with the Contact Officer no later than 2:00pm (Canberra, ACT, local time) on Friday 12 March 2021. Attendance at the industry briefing will be at the Registered Tenderer’s own cost. Attendance at the industry briefing is strongly recommended to ensure that Tenderers have a sound understanding of the project conditions and procurement approach.

MMR1 – Satisfactory Statement of Tax Record
In accordance with requirements of the Australian Government “Black Economy Procurement Connected Policy.
The Tenderer must include a Valid and Satisfactory Statement of Tax Record for the Tenderer; or
The Tender must include a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office for the Tenderer and the Tenderer then provides a Valid and Satisfactory Statement of Tax Record within 4 business days from the Closing Time.
MMR2 – Office of the Federal Safety Commissioner WHS Accreditation
Provide Accreditation Reference and Expiry Date of accreditation.
MMR3 – Indigenous Participation Plan
In accordance with requirements of the Australian Government “Indigenous Procurement Policy”
The Tenderer must include an Indigenous Participation Plan in its Tender.
The term of the contractual arrangement with the successful Tenderer will be one (1) year.
