Northern Australia Quarantine Strategy (NAQS) is a surveillance program tasked with delivery of operational surveillance to provide early detection of exotic animal and plant pests and diseases in northern Australia. 

One of the strategies associated with this objective involves conducting targeted surveillance for pests and diseases in feral animals in remote areas of northern Australia including coastal areas of north Queensland, the Northern Territory, and northen areas of Western Australia. 

Destructive sampling of feral animal populations from aerial platforms is a core component of the NAQS surveillance strategy for animal diseases. Destructive sampling of feral animal populations is carried out by the aerial shooting of a representative number of animals from within the population. This work may involve transport of passengers on an irregular basis.

1. The service providers must be capable of providing both aerial work and air transport services. Accordingly, service providers must be fully CASA licensed for the type of work to be conducted, endorsed for low level flying operations, and have a CASR Part 138 Certificate or evidence of submission to CASA for a Part 138 Certificate, suitable for the operations described in the RFT and must have an Air Operators Certificate (AOC) for the conduct of air transport operations. 

2.The service providers must have a functioning and effective Safety Management System (SMS).

3. Aircraft must be registered for aerial work and air transport operations in Australia as defined by CASA.
