The Commonwealth of Australia, represented by the Department of Foreign Affairs and Trade (‘Department’), invites Individuals to tender for the provision of Evaluation and  Support Services for ODA (Official Development Assistance) Procurement, Grant, and Other Arrangements in accordance with this Request for Tender (RFT).

 

Through this RFT the Department is seeking Individual experts that can primarily be a participating member or provide support to procurement evaluation committees and selection committees for grants and other financial arrangements. For procurement evaluation committees the Department typically has four voting members with two being independent. It is these roles the Department is primarily seeking to fill through this RFT. Independent evaluation committee members should, among other things, be able to critically evaluate tender responses in terms of the operational and commercial value and risk that they pose. To do so evaluators must be able to understand the complexities and risks in operating multimillion-dollar multiyear projects in resource constrained environments.

(a)    An Individual contracted through this RFT, and any company or such the Individual is contracted to DFAT through, must not participate in a bidding process for a DFAT Official Development Assistance projects over the value of $3M.

 

(b)    Tenders are to include substantially completed Tenderer Response Schedules 1,2 and 3.

 

(c)     Tenders must be submitted via AusTender (www.tenders.gov.au) by the closing date.

 

(d)    Tenders must be written in English.

 

(e)    Tenders must be in Australian Dollars (AUD).

 

(f)      If applicable, the Tenderer must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth).

 

(g)    The Tenderer must not be listed on the World Bank List or any similar List maintained by a development donor or be the subject of an informal investigation or temporary suspension which could lead the Tenderer becoming so listed.

 

The Tenderer must not be subject to an adverse Court or Tribunal decision (not including decisions under appeal) for a breach of any workplace relations law, work health and safety law, or workers’ compensation law, or if the Tenderer is subject, that the Tenderer has fully complied, or is fully complying with the Court or Tribunal order.
