This Approach to Market (ATM) has arisen due to changes the in The Higher Education Legislation Amendment (Provider Category Standards and Other Measures) Act 2020.
Relevantly, the changes include amendments which give TEQSA the power to require a person who is or was an officer of the entity to provide TEQSA with a copy of student records (by written request to that person). The purpose of this is so that TEQSA can ensure affected students have access to their academic records and are not disadvantaged.
In the current state, should a higher education provider close, current, and former students must deal directly with the provider or its appointed administrators when seeking access to their student records. If a provider closes with notice, current students should be able to access their student records directly from the provider prior to closure. However, should a provider close without notice or time has elapsed since closure, navigating the processes to obtain student records from a closed provider will likely be difficult, or impossible in some cases. The Student Records Management solution aims to provide a standardised and easy to navigate process for current and former students in this position.

- Participants may respond to one, or all, of the Customer’s problems in its response but must indicate clearly which problems they are addressing.
- Joint responses are welcome, however a prime tenderer must be appointed.
