This is a pre-release notice of an upcoming Defence tender activity to be conducted via the following three-stage procurement with indicative release dates, as follows: (1) Invitation to Register (ITR) - June/July 2019; (2) Request for Proposal (RFP) - September 2019; and (3) Request for Tender (RFT) - June 2020.

Description:

The Defence Fuel Transformation Program (DFTP) aims to transform the Defence Fuel Supply Chain (DFSC) in order to deliver a safer, simpler and more assured Defence Fuels Network (DFN) in partnership with Industry. The Fuel Services Contract (FSC) is one of the DFTP projects.

The overall objective of the FSC is to combine Defence Fuel Installation (DFI) maintenance, operations, asset management, inventory management and fuel supply (including bulk fuel supply) services (collectively the FSC Services) into a separate and fuel industry-focussed contract under the management of Commander Joint Logistics (CJLOG) as Head of the DFSC (HDFSC). Underlining the development of the FSC is a desire to increase industry collaboration along the length of the DFSC, where appropriate to do so.

Defence is issuing this notice as a precursor to an upcoming three-stage approach to market, commencing with an ITR, scheduled for release in late June / early July 2019.

The proposed ITR is in relation to the proposed FSC, which forms part of the DFTP. The purpose of the ITR will be to seek industry's registration of interest and feedback in relation to Defence's preferred model for the FSC.

The notice is designed to provide advance notification and provide information to industry as it becomes available. It does not represent a guarantee of works in any format.

ATM ID FSB/DFS/2019/01 is a pre-release notification for the proposed DFTP - FSC three-stage procurement.
