GRDC is initiating what may become a multi-stage procurement process seeking innovative solutions from industry in relation to the Requirement. GRDC may, at its sole discretion, undertake future activity/s for any part or all of the Requirement. As a result, GRDC may also conduct an additional procurement process or processes. Respondents who are evaluated to be suitably qualified in this EOI may be invited to participate in a subsequent procurement process, if any.

Description:

The research, development, and extension (R,D&E) GRDC invests in relies on the scientific method that uses analytics to turn raw data into knowledge. By supporting grains R,D&E with fit for purpose analytics, Australian grain growers have benefitted from outcomes such as:

Better germplasm selections from pre-breeding programs
Experimental designs leading to a clearer answer about the recommended agronomic practices
Tools that use data to support on-farm decisions

Since 2016, GRDC has successfully invested in Statistics for the Australian Grains Industry 3 (SAGI3). This represented $23.8M in GRDC cash investment and $17.6M in co-investor salaries and in-kind. In 2019, GRDC anticipated the industry’s emerging analytics needs and made additional investments in machine learning (ML) and data fusion projects.

Now, GRDC wishes to make a consolidated investment across statistics, ML, data fusion, and other analytics. This investment will be dubbed Analytics for the Australian Grains industry (AAGI) and based on current investment GRDC expects to invest in the order of $25M over the next five years. AAGI’s Mission will be:

To use analytics in grains, R,D&E to help Australian grain growers to be more profitable and globally competitive.

GRDC seeks Expressions of Interest from parties interested in participating in a multi-stage procurement process for AAGI.

Conditions for Participation:

The following are mandatory conditions with which a Tenderer must comply to participate in this procurement process:

The Respondent must satisfy the following Conditions for Participation:

•The Respondent must be a single legal entity or recognised firm of partners.

•The Respondent and any subcontractor must be compliant with the Workplace Gender Equality Act 2012 (Cth).

•The Respondent and any subcontractor must not have a judicial decision against it (not including decisions under appeal) relating to employee entitlements and who have not paid the claim.

•The Respondent and any subcontractor must not be named on the Consolidated List, being the list of persons and entities who are subject to targeted financial sanctions or travel bans under Australian sanction laws, as maintained by the Department of Foreign Affairs and Trade.

•Where the value of the procurement is above $4 million (GST inclusive) the following Condition for Participation must be included:

•In accordance with the Black Economy Procurement Connected Policy, an applicant must also include as part of its application a satisfactory and valid Statement of Tax Records (STR) and, if the total value of all work under any proposed subcontract is expected be equal to or above $4 million (inclusive of GST), a satisfactory and valid STR of that proposed subcontractor.

•If indicated on the Cover Page, any other Conditions for Participation relating to this EOI.

GRDC will exclude a Response from further consideration if GRDC considers that the Respondent does not comply with the Conditions of Participation.
