Virus diseases constitute a serious threat to global food, by reducing crop yields and spoiling seed quality with an estimated annual impact of over AUD$40 billion. Currently four major viruses have been detected as serious threats in cereals, four in oilseeds and at least nine pulse viruses.

Whilst recognising high prevalence and incidence, losses from viruses were originally estimated to be low. However, recent research has demonstrated significant yield losses are occurring even in the absence of virus symptoms, suggesting that yield losses from virus infections are being severely underestimated. Barley yellow dwarf viruses (BYDV) in wheat and barley can reduce yield by 1% for every 1% of virus incidence, whist Turnip yellows virus (TuYV) in canola is capable of 0.4% yield loss for every 1% incidence.  Similar yield losses are observed in pulses and it is expected that viruses will become an ever-increasing constraint to the expansion of high value pulses into higher rainfall production regions of Australia.

The remarkable diversity of plant viruses and their vectors makes it impossible to implement ‘one-size-fits-all’ control solutions. Developing successful management packages for viruses therefore relies on understanding the potential virus-induced yield impacts and the access to diverse options for the control of viruses and their vectors.

This investment will provide strategies for effective virus management in grain crops by; (i) Surveying virus prevalence, incidence across Australia (ii) Quantifying yield losses and promoting grower awareness (iii) Establishing protocols for variety disease resistance ratings (iv) Developing strategies for management of virus infections in the field using RNA based sprays (v) Investigating genetic strategies for resistance to virus infection and virus spread via insect vectors.

Minimum Form and Content Requirements

The Minimum Form and Content Requirements for this procurement include:

  1. Applications must be submitted using the Grains Investment Portal https://access.grdc.com.au
  2. Applications must be written in English and any measurements must be expressed in Australian legal units of measurement.
  3. Budget details must be submitted on the ‘GRDC Budget Template’ provided in the Grains Investment Portal.

  1. The Tenderer and any subcontractor must not be named on the Consolidated List, being the list of persons and entities who are subject to targeted financial sanctions or travel bans under Australian sanction laws, as maintained by the Department of Foreign Affairs and Trade.
  2. The Tenderer and any subcontractor must not have a judicial decision against it (not including decisions under appeal) relating to employee entitlements and who have not paid the claim.
  3. The Tenderer must be a single legal entity or recognised firm of partners except where the Tender is submitted by a consortium and the Tender specifies that each member of the proposed consortium will be party to the contract.
  4. The Tenderer and any proposed subcontractor must be compliant with the Workplace Gender Equality Act 2012, Modern Slavery Act 2018 and any other applicable labour laws and standards in the jurisdiction in which they operate.
  5. In accordance with the Black Economy Procurement Connected Policy, a Tenderer must also include as part of its application a satisfactory and valid Statement of Tax Records (STR) and, if the total value of all work under any proposed subcontract is expected be equal to or above $4 million (inclusive of GST), a satisfactory and valid STR of that proposed subcontractor.

The proposed contract term is 5 years with an expected contract execution date in March 2023.

Please note the following:

GRDC intends to procure miltiple contracts as a result of this tender.

There are a total of 5 outputs and applicants can apply for 1 or more sets of outputs as part of their applicaiton.

  • Contract 1: Outputs 1, 2 & 3
  • Contract 2: Output 4
  • Contract 3: Output 5

Applicants must apply for a set of outputs and address the evaluation criteria for all. For example, an applicant may apply in a single application for Contract 1 and Contract 2 and therefore they must address outputs 1-4 in their application.

If an applicant wishes to apply for Contract 1 only, they must address outputs 1, 2 and 3.

Should applicants not be chosen for all their preferred outputs, they may be considered for one or more of the outputs submitted. GRDC will consider responses against these outputs subject to acceptance by the relevant applicant.  The tenderer should state in the application if they accept GRDC considering some of the outputs.

Collaboration between research organisations and industry is encouraged.  All collaborations should designate a lead organisation as per the Tender Terms and Conditions.

Applications including international research organisations are welcome.  Applications should have clear demonstration of impact on viruses under Australian conditions and a clear path to market of outputs for Australian grain growers.

Co-investment from research partners is highly valued.  Please see the budget template for definitions of cash and in-kind contribution.
