Cold plasma (CP) also known as low temperature or non-thermal plasma is formed through the ionisation of gas.    The use of cold plasma technology offers a new dimension in sustainable agriculture with lower chemical impact, higher yield potential, and sustainability.  Cold plasma technology has shown promising results in the search for new non-chemical techniques in accelerating seed germination, improving plant growth and development as well as resistance against abiotic and biotic stress factors. 

In preparation for potentially investing in an extended research project examining CP technology in broadacre crop production in Australia it will be beneficial to undertake a desk-top review of the technology through a consultancy.

At the completion of a such consultancy evaluating CP the following aspects will be known:

• the potential benefit of cold plasma technology in broadacre crops along the value chain from on-farm production to post-farm handling,

• the requirements for commercial implementation of the technology,

• the identification of knowledge gaps that require further research to achieve any envisaged benefit.

The following are mandatory conditions with which a Tenderer must comply to participate in this procurement process:

1            The Tenderer and any subcontractor must not be named on the Consolidated List, being the list of persons and entities who are subject to targeted financial sanctions or travel bans under Australian sanction laws, as maintained by the Department of Foreign Affairs and Trade.

2          The Tenderer and any proposed subcontractor must be compliant with the Workplace Gender Equality Act 2012, the Modern Slavery Act 2018 and any other applicable labour laws and standards in the jurisdiction in which they operate.

3          The Tenderer and any subcontractor must not have a judicial decision against it (not including decisions under appeal) relating to employee entitlements and who have not paid the claim.

4          The Tenderer must be a single legal entity or recognised firm of partners.
