Description:

AUSCO is delivered on behalf of the Commonwealth, as represented by DSS. The program supports humanitarian entrants in the first stage of their settlement in Australia by providing practical advice about the journey to Australia and information about what to expect post-arrival.

AUSCO marks the beginning of the settlement journey. As such, it is the first opportunity to provide education and advice to new entrants to Australia about what they may experience and to assist in managing their expectations. It also affords an opportunity to provide early messaging regarding employment and education pathways and the importance of English language acquisition.

AUSCO is offered to all humanitarian entrants over the age of five (5) years prior to their departure for Australia.  Participation is voluntary and free of charge to participants.

Conditions for Participation:

Tenderers must, at the Tender Closing Time, meet the following Conditions for Participation in order for their Tenders to be considered:
a.  the Tenderer must confirm:
    i.   it complies with its obligations, if any, under the Workplace Gender Equality Act 2012 (Cth) (WGE Act);
    ii.  whether it is a ‘relevant employer’ under the WGE Act; and if applicable provide:
         A.     a current letter of compliance as part of its Tender; or
         B.     confirmation that a letter of compliance will be provided prior to entering into any contract with the Department.
b.  the Tenderer must confirm:
    i.   it complies with all relevant workplace relations law, work health and safety law and/or worker’s compensation law;
    ii.  it is not subject to an order from any court or tribunal decisions      relating to a breach of workplace relations law, work health and safety law and/or worker’s compensation law with which the Tenderer has not fully complied or is not fully complying; and
    iii. it either:
         A.     has a Fair Work Act 2009 (Cth) agreement in place for its employees that was made on or after 1 January 2010 that includes genuine dispute resolution procedures; or
         B.     does not employ any staff in Australia;
c.     the Tenderer must confirm that, to the best of its knowledge after making diligent enquiry, neither it, nor its Subcontractors are currently engaging Illegal Workers;
d.     the Tenderer, and any party proposed by the Tenderer to provide any of the Services, must not at the time of submitting the Tender be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth); and
e.     the Tenderer must not be bankrupt or insolvent at the time of submitting a Tender.

Timeframe for Delivery:

The services are expected to commence on 1 March 2019 for a term of four (4) years. The term may, at the Department’s sole discretion, be extended for a period of up to three (3) years, and a further period of up to two (2) years.
