Tenders are invited from suitably qualified entities to undertake the role of Managing Contractor for the Design and Construction of the Australian Parliament House – Group 3 Works (“the Project”) on the basis described in the Tender Documents.  

Overview of the Works (Scope Elements and Program)

At the time of issuing the Tender Documents the Works consist of the following four sub-projects:

  • WM1847 Auxiliary Power (Emergency Generator Upgrade);

  • WM1851 Public Carpark Enhancement;

  • WM1878 Forecourt Redevelopment; and

  • WM1921  Car Parking Options J&K.

The Project involves engaging a contractor to perform the role of Managing Contractor (MC) for the delivery of the Australian Parliament House Group 3 Works (as generally described above).

Other Instructions:

The evaluation criteria are described in clause 4 of the Tender Conditions, set out in the Tender Documents.  

A Tender briefing will be held at 10:00am on Tuesday 14 March 2017. The Tenderer must register its intention to attend to the Tender Administrator via email to stating the name and ABN of the Tenderer and the number of personnel who are attending.  A maximum of 4 personnel will be permitted pursuant to the Tender Particulars in the Tender Documents. Please note that normal conditions of entry to the private areas of Australia’s Parliament House inclusive of positive identification via a valid form of photographic identification will apply to participants on the day of the industry briefing. 

The Code for the Tendering and Performance of Building Work 2016 applies to the building work associated with this Project.  By submitting a Tender for this Project, you will become subject to the Code for the Tendering and Performance of Building Work 2016. 

The WHS Accreditation Scheme applies.   

The Australian Government's Indigenous Procurement Policy applies.

The Tender Documents will be available from the AusTender website at The initial procedures and conditions precedent for obtaining the Tender Documents are as follows: 

  • The Tenderer is required to download the Disclaimer and Confidentiality Agreement available on the AusTender website through Tender Number DPS16001938.

  • The Tenderer is to advise the Tender Administrator that it:

    • is currently accredited in accordance with the Australian Government Building and Construction Work Health and Safety Accreditation Scheme described in the Building and Construction Industry (Improving Productivity) Act 2016  (Cth) (WHS Accreditation Scheme); or 

    • has submitted an application for WHS Accreditation to the Office of the Federal Safety Commissioner.  

  • It is a condition precedent to receipt of the Tender Documents that the Tenderer has current or pending WHS Accreditation (as described above).

  • The Tenderer is required to submit the completed Disclaimer and Confidentiality Agreement together with its advice as to its WHS Accreditation status (along with evidence of that status) to the Tender Administrator via email to . Email submissions are to be clearly titled - DPS 16001938 Tender Disclaimer and WHS accreditation advice.   

  • The Tenderer will then be provided with login details to access the Tender Documents from the AusTender website. The tenderer is to clearly advise the return email address for this purpose.

Conditions for Participation:

To submit a conforming Tender:

  • the Tender must be submitted in accordance with clause 3.1(a) of the Tender Conditions (including submission via AusTender by the Closing Time and Date, as described in the Tender Documents);

  • the Tender must satisfy each minimum form and content requirement in clause 3.1(b) of the Tender Conditions; and

  • the Tenderer must satisfy each condition for participation in clause 3.1(c) of the Tender Conditions. 

Timeframe for Delivery:

The Project is anticipated to commence in August 2017 with completion on or before April 2020.
