Proposal for Café Operator Services

This Request for Proposal (RFP) is for the provision of procuring Café Operator Services for the Treasury Building, King Edward Terrace, Parkes ACT.
The Treasury Café consists of 242sqm of internal lettable area which is inclusive of a 9sqm storage area. The Café is located on the ground floor of the Treasury Building, Parkes ACT and is accessible by the public. An external courtyard area of 50sqm and a further 26sqm of area is available if required. There is approximately 1,500 staff working within the Treasury Building.
The Licensee will be required to provide Café Services at the Premises and are required to hold a relevant Food Licence or be able to obtain a Food Licence to operate in the ACT. The Café operated will be required to provide a variety of quality food / drink options for breakfast and lunch services that provide value for money.
The RFP is seeking a Licensee to provide Café Services at the premises for an initial term of five (5) years with extension periods of three (3) years and two (2) years with the proposed hours of operation for the Café being 7:00am to 4:30pm Monday to Friday excluding public Holidays.
Tenderers are to propose an upgrade scope of work to the premises to enhance the look, feel and operation of the Café and space. The initial fitout works are expected to be undertaken at the commencement of the Licence, however any work will need to be conducted to minimise downtime for the Café. The Licensee is to propose the fitout work and factor in the costs within their financial model included in their tendered offer.
Site Visit:
In order to properly participate in this RFP process, a Site Visit will be held on Tuesday 18 September 2018 at 5:00pm. Please meet in Treasury Building lobby (near the café entrance) at 5pm to inspect the café premises.
To attend the site inspection, please register your intention to attend before 5:00pm Monday 17 September 2018 through the email AusTender contact point to ensure that your attendance is properly registered and recorded.

At the time of executing any Licence, the Respondent must be able to hold a relevant Food Licence, or be able to obtain a Food Licence to operate in the ACT.

Respondents must complete the declaration in Part E (Respondent's Declarations) which contains a statement requiring the Respondent to confirm that it complies with these requirements.

In submitting a response, each Respondent confirms that it will comply with applicable laws of the Commonwealth or of any State, Territory or local authority including but not limited to the:

All language, including in all attachments and supporting technical data, must be written in English.
- Unless otherwise specified in the Procurement Documentation, all measurements must be expressed in Australian legal units of measurement.
- All prices should be stated in Australian dollars.
- The Commonwealth may exclude a Response from evaluation if it does not demonstrate compliance with the Mandatory Requirements.The Commonwealth may also exclude a Response from evaluation if a Respondent does not provide the Respondent's Declarations.
Initial Licence period will be five (5) years from the anticipated commencement date of 1 January 2019. There will also be an extension period of a further three (3) years and a further two (2) years to be made available.
