The on-ground monitoring component of the Long Term Intervention Monitoring Project (LTIM), and the Murray-Darling Basin Environment Water Knowledge and Research Project (EWKR), end in June 2019.
The CEWO is seeking to extend LTIM and EWKR project monitoring, evaluation and research activities, with some enhancements, under a single integrated program for another two years with an option to extend to three years.
A continuation of on-ground monitoring, evaluation and research activities is needed in order to continue to:
a) Demonstrate outcomes from Commonwealth environmental water;
b) Inform environmental water management;
c) Fulfil legislative reporting obligations; and
d) Build on our knowledge of the contribution of environmental water to the aquatic health of the Murray-Darling Basin.
The Commonwealth Environmental Water Office is seeking to engage organisations with established teams to:
• Develop and implement new Monitoring, Evaluation and Research Plans for each of the seven Selected-Areas that extends LTIM Project monitoring and incorporates a number of enhancements; and
• Develop and implement a new Evaluation and Research Plan for the Basin-Scale that extends LTIM and EWKR activities and incorporates a number of enhancements.
This procurement is intended to establish eight separate agreements including one for each of the seven Selected Areas and one for the Basin-scale component.

Tenderers should read current LTIM monitoring and evaluation plans and EWKR research plans. These documents are available on the CEWO’s monitoring and evaluation website (via https://www.environment.gov.au/water/cewo/monitoring).

The Tenderer exists as a legal entity at the Closing Time (see paragraph 8.3 of the RFT).
The Tenderer must submit the Tender by the Closing Time.

The Agreement for the Services (Selected Area and Basin-scale) is expected to commence in March 2019:
• Selected Area Scale Agreement to conclude by December 2021, with an option to extend to December 2022; and
• Basin Scale Agreement to conclude by June 2021, with an option to extend to June 2022.
