The Department, in its capacity as Secretariat to the Australian Industry and Skills Committee (AISC), will establish and manage a Quality Assurance Panel to provide quality assurance services for nationally recognised training packages and training package components. The Department, through this RFI, is inviting applications from individuals for membership to the Panel. The Panel will be established for a period of three years, with the option to extend for two years.

Members of the Quality Assurance Panel will provide quality assurance expertise which, in these circumstances, is defined as thorough knowledge of and capacity to apply the requirements set out in the Standards for Training Packages 2012 and two supporting policy documents: Training Package Development and Endorsement Process Policy, and Training Package Products Policy.

Services by Panel Members will be provided to Skills Service Organisations (SSOs) on an as required basis, determined by SSOs.

The purpose of these reports are as follows:

  • Editorial Report – to ensure draft training package or training package component(s) have been proofread and edited against the Standards for Training Packages 2012, the Training Package Products Policy, and the Training Package Development and Endorsement Process Policy.
  • Equity Report – to confirm that the draft training package or training package component(s) have met the access and equity requirements.  The Equity Report must be prepared against the Standards for Training Packages 2012, the Training Package Products Policy, and the Training Package Development and Endorsement Process Policy.

  • Quality Report – to provide an independent assessment confirming that the proposed training package or training package component(s) meet the requirements set out in the Standards for Training Packages, the Training Package Products Policy, and the Training Package Development and Endorsement Process Policy.  A Quality Report is only prepared after an Editorial Report and an Equity Report has been prepared.

Quality Reports can only be prepared and completed by a Panel Member. Panel Members with appropriate expertise may also prepare Editorial Reports and Equity Reports; however SSOs have the option of using internal expertise or providers other than Panel members for the completion of Editorial Reports and Equity Reports.

When providing any Services, Panel Members will be required to use relevant templates, checklists or any other documents developed by, or as required by, the Department.

The Quality Report must be completed by a Panel member who is independent of the training package development process for the items being quality assured; however SSOs have the option of completing Editorial Reports and Equity Reports using internal or external expertise outside the Panel.

The resultant Deed of Standing Offer will commence on the date the Department signs the Deed of Standing Offer and will continue for a three-year period with a possibility of a two-year extension.
