The high level objectives of the Application Management Services Panel are to:

a. increase Defence capacity to rapidly deliver end-to-end Application Management Services including system integration activities, to meet forecast ICT application development and service management demand whilst retaining discretion to source industry support via alternate arrangements;
b. enhance application management knowledge required for designing, testing, managing and improving ICT services within Defence;
c. provide and rapidly deploy effectively trained resources through the design, build, deploy, operate and optimise functions within Defence to deliver and support selected applications;
d. enhance industry understanding of Defence business, including participation in demand forecasting and planning forums;
e. decrease acquisition timeframes by streamlining internal processes to contract for Application Managed Services;
f. provide an avenue for Defence to access services providers who have developed a detailed understanding of the Defence ICT environment and related policy; and
g. enable Defence and industry to work jointly and share knowledge, information and skills to deliver ICT outcomes.

The purpose of conducting this Request for Information process (RFI process) is for Defence to:

a. understand industry’s assessment of technical and scope issues associated with the proposed Application Management Services arrangement (including in relation to the draft Statement of Services) and thereby assist Defence to finalise the requirements for release of an RFT for Application Management Services;
b. provide industry with early warning of the proposed release of the Application Management Services Panel RFT and the expected (tight) timeframes that will apply in relation to the conduct of the final RFT; and
c. provide industry with a copy of Defence’s proposed terms and conditions that will govern the Application Management Services Panel prior to any RFT process, to give industry an opportunity to comment on those terms and conditions (noting that Defence’s intention is that it will be a condition of participation in the RFT process that tenderers fully comply with the Deed).

Participation by respondents in the RFI process is voluntary. Failure to participate in this process does not preclude an organisation from submitting a tender or participating in any consortium submitting a tender in any subsequent tender process in relation to the sourcing of Application Management Services.
