RFT to establish a panel of suppliers of specified products under the Australian Government's Stoma Appliance Scheme

The SAS, established in 1975 and subsidised by the Australian Government, provides support to people with a stoma by improving access to the most suitable and clinically appropriate stoma related products. Products supplied under the Scheme assist people with stomas to better manage their condition, and allow greater participation in society and the workforce. These products are provided free of charge to members of 22 regional stoma associations across Australia. During 2014-15, approximately 42,000 people with stomas accessed SAS through approved volunteer stoma associations. There are set maximum quantities of each type of product available per month to assist people with stomas.
The Department of Health (Department) is seeking Tenders from suppliers that are capable of supplying one piece stoma pouches under the SAS.
The Department intends to:
- identify a panel of suppliers to provide the products on a best value for money basis; and
- enter into a Deed of Standing Offer with each Panel Supplier for the supply of the one piece stoma pouches to the stoma associations.
The Panel will be established for a period of three years, commencing on 1 July 2016 and concluding on 30 June 2019. An option for up to three years extension beyond 30 June 2019 will be available at the sole discretion of the Department.
The Department adheres strictly to Commonwealth policy on late tenders. The Department recommends that tenderers lodge their Tender well before the closing time to minimise the possibility of any unforeseen circumstances arising that may cause the Tenderer to miss the closing time.

Panel suppliers will be obliged to make the one piece stoma pouches available for supply, to the stoma associations, from 1 July 2016.
