REQUEST FOR TENDER 

AusAID, the Australian Agency for International Development, manages the Australian Government's official overseas aid program. AusAID assists developing countries to reduce poverty and achieve sustainable development, in line with Australia's national interest.  AusAID is seeking a contractor to undertake the following development project in the Pacific: 

AUSTRALIA PACIFIC TECHNICAL COLLEGE – STAGE II

The Australia-Pacific Technical College (APTC) was established in July 2007 with Australian Government funding and the backing of the leaders of the Pacific Islands Forum (PIF). The underlying rationale of the APTC is to facilitate regional labour mobility through demand-driven, internationally recognised and portable technical and vocational skills development for the formal wage economy.  

The APTC has the goal of increasing the supply of skilled workers in targeted sectors in the Pacific region; improving employment opportunities for Pacific Islanders nationally, regionally and internationally; and increasing productivity. There is a clear strategic role for the APTC in supporting Pacific regionalism and regional market integration, including trade in services (labour mobility) both through regional service delivery and through skills development. Stage I of the APTC, covering four years, is scheduled to conclude in June 2011. APTC Stage II (July 2011-June 2015) will continue operations and provide training in response to industry demands in several existing schools: Automotive, Construction & Electrical and Manufacturing (SACEM), Tourism and Hospitality (STH) and Health and Community Services (SHCS). The focus is on upgrading skills and providing formal qualifications to students who already have work-experience. Students will enter the APTC as tuition fee-paying, employer/other donor funded or scholarship students. Qualifications will be awarded under the APTC brand. While the tender is not restricted, tenderers should note that only Australian Registered Training Organisations (RTOs) can deliver courses under the APTC. Joint ventures or consortiums are welcomed.

It is anticipated that the preferred Contractor will commence in May 2011 and will continue over four (4) years with an option to extend for a further four (4) years subject to AusAID discretion.
