The Department requires archaeology and anthropology services to provide an Aboriginal Cultural Heritage Assessment (ACHA) for the Facility.

The ACHA is to identify Aboriginal heritage sites and values that could be directly or indirectly affected should the Facility be located on the Nominated Land and recommendations as to how the department might avoid, minimise or mitigate the direct and indirect impacts of the Facility on those Aboriginal heritage sites and values. 

The ACHA will include several components, including a desktop assessment, survey fieldwork, a draft and final ACHA Report.  It will also include consultation with the Adnyamathanha and local Aboriginal community including the Working Group the Department has established with representatives from the Adnyamathanha Traditional Lands Association (ATLA) and the Viliwarinha Yura Aboriginal Corporation (VYAC).

The Final Report produced from the ACHA will inform the assessment of the Nominated Land for the Facility and the assessment and approval process under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).  It may also inform a management plan for avoiding, minimising and mitigating impact of the Facility on Aboriginal heritage sites and values. 

The successful service provider will be asked to present the outcomes of the ACHA to the Department, in Hawker South Australia.

The tenderer confirms that in dealing with its employees and independent contractors, the tenderer has due regard to Commonwealth policies on the engagement of workers, comply with Commonwealth policies on the engagement of workers, including the obligations under the Work Health and Safety Act 2011 (Cth) and relevant work health and safety laws.

The tenderer and any subcontractors proposed in the tender are not insolvent, bankrupt, in liquidation, or under administration or receivership.
