Yes. This EOI is stage 1 of a possible two-stage procurement process. The Harbour Trust may discontinue or amend this EOI process, or accept or reject a Response, at its absolute discretion. Following the EOI (stage 1), the Harbour Trust may conduct a subsequent Request for Tender (RFT) stage. To 'prequalify' for stage 2, applicants must be able to meet the minimum conditions for participation and be able to provide the scope as described.

Service Scope as required:

Vehicles and freight: The purpose of the Barge Service is to transport vehicles, plant, equipment and goods to and from Cockatoo Island.

Barge Ramps to be Served: The barge ramps to be serviced as part of the Barge Service will be Cockatoo Island (Camber Wharf) and Woolwich (Clarke Road).

Term: Three (3) year initial term (indicatively from June/July 2019) and the Trust reserves the option to extend the agreement for a further three (3) one (1) year terms at its sole discretion.

Regular Barge Service: The Harbour Trust requires the Barge Service to operate one (day) a week, specifically Thursday between the hours 7 AM and 3:30 PM.

Ad-hoc/Event Barge Service: The Supplier must have the capacity to provide additional ad-hoc Barge Services on any day of the week with reasonable notice from the Harbour Trust with a two (2) hours commitment for ad-hoc services.

Coordination, Scheduling and Booking: All barging services coordination, scheduling and booking services are to be handled by the Harbour Trust’s Barge Coordinator

Vessel Requirements:

• The vessel must be a landing barge with roll-on and roll-off capabilities.

• The vessel must have a minimum deck size of seventeen (17) metres long and 6 (six) metres wide and carry a minimum of forty (40) tonnes to allow for semi-trailer vehicles to be barged to Cockatoo Island.

Additional Requirements: Due to the importance of this service to the Harbour Trust’s ability to conduct business, we will require all potential applicants to have a redundancy strategy with:

•  The ability to offer an alternative vessel of the same or higher requirements in the scenario that the regular vessel is out of service.

• The ability to separately operate the barge gate system in event of mechanically failure / power failure.

There are no required submission documents, however if selected for a potential stage 2, you will be required to submit documents providing evidence to support the scope/requirements in the description and conditions of participation.
