The Commonwealth will exclude a tender from further consideration if the Commonwealth considers that the tenderer does not comply with:

the Commonwealth’s security requirements set out in clause 2.7 of the Conditions of Tender; or
-
the requirements (if any) identified as essential in the SOS.
