AIR9000PH5C has been tasked to acquire seven CH-47F Chinook helicopters and support systems, including two Transportable Flight Proficiency Simulators (TFPS) under a Foreign Military Sales case with the US Army. The successful tenderer will assist the Project to prepare the individual aircraft for strategic air transportation from Dover AFB Delaware to RAAF Base Townsville, and to refurbish the aircraft in readiness for subsequent flying activities.

The FMS case requires aircraft acceptance and transfer of custody to the Commonwealth be conducted in the USA, after which the preparation of aircraft for shipping would be the responsibility of the Commonwealth, with US Air Force providing transport support.

The USG, as part of the FMS case will provide once off maintenance training for the CH-47F, on a fixed schedule. The contractor, once engaged as an AMO, will require its staff to complete CH-47F maintenance conversion training, in the USA, over the period January 2015 to March 2015. Once completed, it is intended that these maintainers conduct operational level maintenance in support of flying operations within Australia, primarily from the maintenance facility at RAAF Base Townsville. This allows for Contractor Maintenance support to be provided while ADF maintenance personnel undertake USG provided CH 47-F conversion training in Townsville, Australia, from July 2015 to December 2015, without impacting on aircraft acceptance, flight testing and employment of the aircraft.

The successful tenderer will be required to support teardown and rebuild of all 7 aircraft IAW the delivery schedule, and provide operational level maintenance of the aircraft until ADF maintenance personnel have completed conversion training. The window of opportunity for this training activity is fixed and cannot be deferred.

CHMU will schedule pre-tender briefs for all interested parties. In the interest of probity, these briefs will be identical and all questions and responses will be communicated to all participants. It is anticipated the RFT release will be Aug 2014.
