 AID ADVISORY SERVICES STANDING OFFER

The Australian Agency for International Development (AusAID) manages Australia's overseas aid program and assists developing countries to reduce poverty and achieve sustainable development, in line with Australia's national interest. AusAID has its head office in Canberra and has a presence in 40 locations around the world.

 AusAID provides advice and support to the Minister for Foreign Affairs on development policy, and plans and coordinates poverty reduction activities in partnership with developing countries. AusAID also leads and coordinates Australia's responses to humanitarian disasters and represents Australia in international development forums. AusAID has its head office in Canberra and has a presence in 40 locations around the world.

 AusAID is establishing the Aid Advisory Services Standing Offer, comprising multiple service categories, to support the effective delivery of the Australian aid program. AusAID, other Commonwealth agencies, and other official development assistance (ODA) organisations will be able to source quality technical expertise through this arrangement.

The Australian aid program is seeking Tenders from individuals and organisations with relevant expertise and capacity to deliver services in one or more of the following 17 Service Categories:

1.      Design

The Australian aid program's approach to design continues to evolve. The aid program uses an increasing variety of aid delivery mechanisms and partners, and in any year, undertakes programming strategy and design exercises across a range of developing country, sector and aid delivery contexts. Maximising the efficiency and effectiveness of the Australian aid program is predicated on AusAID, and other Australian government agencies delivering ODA, having access to high quality expertise on strategic analysis and design to inform their aid programming choices.

As such, the Australian aid program requires a pool of design expertise to provide high quality design-related services. More specifically, the design specialists will work with bilateral, regional and global programs to:

  • Support program strategy, development and delivery across the aid programming cycle;
  • Undertake strategic analysis and policy development on aid programming and design;
  • Design quality initiatives at both strategic and operational level;
  • Develop robust, clear theory of change and program logic models;
  • Make informed decisions on appropriate aid delivery mechanisms, partnership approaches and Governance arrangements; and
  • Assist to build staff capacity for managing and undertaking design.

2.      Monitoring and Evaluation

The Australian aid program is committed to improving the quality of monitoring and evaluation, and managing for results, and has significant demand for monitoring and evaluation specialists for both short and long-term assignments. Expressions of interest are sought from organisations and individuals with expertise in the following skill sets:

  • Strategic evaluation: senior evaluation experts who can lead strategic level evaluations and provide expert advice on evaluation design and practice;
  • Strategic monitoring and performance systems: senior monitoring and evaluation experts who can work at a strategic level to support improved performance management systems and practices, such as through use of performance frameworks;
  • Activity evaluation: qualified evaluation specialists who can lead or contribute to evaluations of aid activities; and
  • Activity monitoring and performance systems: monitoring and evaluation specialists who can design, manage or support high-quality monitoring and evaluation systems for aid activities.

Monitoring and evaluation specialists with expertise in organisational capacity development, or in training, coaching and mentoring program staff in program performance management, are also sought.

3.      Capacity Development

Capacity Development is a critical factor in both aid effectiveness and sustainable development. In order to ensure that Australia remains a leader in both theory and practice of Capacity Development, The Australian aid program is seeking suitably qualified specialists to submit Tenders to the Aid Advisory Services Standing Offer Panel, who are specialists with knowledge and experience in capacity development theory and/or practice in international development, knowledge of international best practice, and with experience in one or more of the following areas:

  • Organisational development and behaviour change;
  • Human resource development;
  • Public policy; and
  • Program management.

4.      Research

The Australian aid program is interested in expanding the scope and quality of its current development research program. AusAID's new Research Strategy, due for release in early 2012, will guide this process.  The Strategy is closely aligned to the Australian Government's aid policy, An Effective Aid Program for Australia. The Australian aid program is seeking experienced and highly skilled researchers who can work with country and sector programs, both in Canberra and at posts, to produce high quality research evidence that translates directly into practical development policy.

5.      Climate Change and Environment Services

Addressing environmental and climate change challenges is central to the poverty reduction efforts of the development assistance program. Australia has committed significant resources to combat the effect of climate change globally and in our region.

Australia, with the international community, has committed to the goal of keeping global temperature rise to two degrees Celsius or below and agreed to scale up new and additional resources to a level approaching US$30 billion for the period 2010-2012 (the 'fast–start' period).  Australia is providing $599 million in the 'fast-start' period through existing mechanisms, such as bilateral programs and multilateral contributions, to ensure it is delivered efficiently and effectively during. Australia will continue to work closely with other donors, international organisations and developing countries to identify needs and effective responses in the areas of mitigation and adaptation and low carbon development.

6.      Economics

Economic growth is the most powerful long-term path to poverty reduction in developing countries. Economic growth creates jobs and leads to higher household incomes. It also generates revenues for governments to invest in roads, schools and into health clinics. A large proportion of Australia's aid expenditure promotes economic growth, through investments in infrastructure, rural development, governance, health and education.

Ensuring these investments are well targeted and effective helps maximise their impact on poverty reduction. AusAID is seeking highly qualified and motivated Economics specialists to enhance the quality and effectiveness of Australia's aid program by providing high quality advice and analysis on economics-related issues.

7.      Fragility and Conflict

Expressions of interest are sought from organisations and individuals with expertise in this professional category to enhance the quality and effectiveness of Australia's aid program by providing expanded access to expert advice and training to country and regional programs operating in fragile and conflict-prone environments, and to corporate areas responsible for program quality and policy development.

The Fragility and Conflict Panel will comprise specialists with theoretical and practical expertise in peace and conflict issues. This may include expertise in peacebuilding, statebuilding, armed violence reduction, human security, conflict-analysis, monitoring and evaluation, post-conflict recovery and conflict prevention. The Panel may also assist in the delivery of related training to staff at headquarters and in developing countries.

8.      Gender

Specialist advisers are sought who will enhance the quality and effectiveness of Australia's aid program by providing high quality gender equality advice to country and regional programs and program enabling areas. Panel members may undertake policy, research and knowledge sharing activities as well as participate in program strategy, design, monitoring and evaluation tasks.

9.      Governance; and   10.    Social Development

Governance and Social Development is about people, institutions and creating an environment that fosters social and economic development.  Broadly, governance is the rules and processes determining how decisions are made and implemented. It comprises the institutions and mechanisms through which citizens and groups articulate their interests, exercise their legal rights, meet their obligations and mediate their differences. Effective governance also contributes to achieving other development goals, such as in health and education, as it supports partner government-led development efforts.

 Australia's support to effective governance falls into three pillars.

  • Delivering better services through improved government efficiency and effectiveness, and more accountable, open and responsive governments;
  • Improved security and enhanced  justice; and
  • Enhanced human rights.

11.    Humanitarian, Emergency and Disaster Risk Management

The Australian aid program is seeking experts to provide technical, training and advisory services in the areas of humanitarian action (including risk reduction, mitigation, preparedness, response and recovery) in natural disasters and humanitarian emergencies.

Tenderers should be familiar with AusAID's Humanitarian Action Policy and 2009 Disaster Risk Reduction Policy, and relevant international standards in humanitarian action. The Australian aid program is seeking specialists with skills and experience in a range of areas of humanitarian assistance. This could include: emergency preparedness, emergency response (particularly WASH, reproductive health, sexual and gender based violence, education, food assistance, livelihoods, social protection), early recovery, humanitarian protection, mine action, protection of civilians, relevant law (international humanitarian law, refugee law, human rights law), humanitarian accountability and inclusive humanitarian action (including gender, children and disability), building capacity of partners, civil military coordination, humanitarian reform and disaster risk reduction.

12.    Infrastructure

Infrastructure development and water and sanitation services are core areas of Australia's aid program  that contribute to sustainable economic growth and access to water, sanitation and hygiene services.

AusAID's approach to infrastructure will focus on the following four pillars:

  • Delivering sustainable transport infrastructure;
  • Facilitating increased access to water, sanitation and hygiene services;
  • Creating reliable energy and ICT services; and
  • Support for urban planning and development.

Program delivery will make use of partnerships with multilateral organisations, partner government systems and the private sector.

13.    Public Finance Management and Fiscal Decentralisation

The capacity of governments in developing countries to convert public resources into social goods is an important driver of economic growth and poverty reduction. It also plays a critical role in increasing the legitimacy of the State, particularly in fragile or post-conflict environments. Within this context, Australia's aid program continues to assist governments to strengthen their public financial management systems to deliver improved outcomes for their populations.

As part of these efforts, Australia is looking to increasingly deliver its aid through partner government systems. This requires a sound understanding of the risks and benefits of using these systems.  The Australian aid program is seeking highly qualified and motivated Public Finance Management specialists to enhance the quality and effectiveness of Australia's aid program by providing high quality advice and analysis on public financial management related issues.

14.    Food Security and Rural Development

AusAID is looking to recruit best practice expertise to support our programs to improve agricultural productivity, rural market development and social protection. AusAID is aiming to engage a team of specialists with differing, but complementary disciplinary backgrounds in three areas:

  • Agricultural Productivity - Expert panellists will assist AusAID to implement programs that work with government, private sector and civil society to facilitate technological change and adoption of innovation, to build institutional capacity and to support global, regional and national agricultural research organisations. 
  • Rural Market Development - Expert panellists will assist AusAID to implement programs that facilitate systematic changes to markets in developing countries (including financial markets) that result in improved conditions for pro-poor business; and partner with the private sector, governments and non-state actors to achieve pro?poor livelihood outcomes including increased incomes and employment, and reduce risks for the rural poor.
  • Social Protection - Expert panellists will assist AusAID to implement programs that build community resilience by supporting the establishment and improvement social protection, reducing the vulnerability of the poor to shocks and stresses.                                                                                                     

15.    Due Diligence

The Australian aid program relies on the capability and expertise of a diverse range of implementing partners to ensure Australian aid is effective. AusAID's due diligence processes ensure that implementing partners are assessed before funding is provided.

16.    Procurement and Grants Administration Services

AusAID and other Australian Government agencies and departments, enters into agreements with a wide range of partners to deliver goods and services for the Australian aid program. At 30 June 2011, AusAID was managing 6,097 ongoing agreements totaling $13.29 billion. Of these, 3,105 were with non-commercial organisations totaling $9.21 billion.

In 2010-11, AusAID entered into 2,763 new agreements to deliver the Australian aid program, to a value of approximately $4.06 billion. Further, 1,351 agreements totaling $3.14 billion were entered into with other Australian Government agencies and departments, non-governmental organisations, multilateral agencies and partner governments.

Australian Government agencies and departments procure goods and services in accordance with the Commonwealth Procurement Guidelines, Commonwealth Grant Guidelines, government legislation and other policies that interact with government procurement and grants processes.

AusAID is also governed by its Chief Executive Instructions and internal procurement policies, including AusAID's policy on mandatory procurement procedures for Australia's aid program. In any given year, AusAID would normally enter into 1,500 new contracts with an estimated value of $900 million. Service orders issued under AusAID's standing offers made up 56.6 per cent of all new procurement contracts by number. There were 274 period offer agreements including six strategic alliances with organisations in place at 30 June 2011, providing access to 749 specified contractors across 26 development sectors. AusAID's procurement and grants processes sit beside other AusAID mechanisms to ensure aid quality and value for money. An important driver in achieving value for money in grants processes is applying appropriate due diligence to partner selection.

17.    Procurement Assessment and Capacity Development Advisory Services

The Australian aid program is seeking organisations to provide services related to the use of partner government procurement systems. The required services are:                                                                                             

  • Supporting partner government entities with the procurement of goods, works and services related to delivery of aid;                                               
  • Providing procurement advisory services to AusAID and/or partner governments, including undertaking diagnostic assessments and capacity development activities; and                        '
  • Providing procurement related technical assistance to partner governments.                                                   

These services are indicative of where the Australian aid program is most likely to require services during the term of the Deed. The duration of individual assignments may range from a few days to several years, and personnel will need to be available to provide services from their home base and/or overseas.
