The implementation and transition planning of govCMS is ongoing.

Subject to the placement of Contracts under the Head Agreement, the Respondent will be required to provide implementation Services to reflect the requirements in this Statement of Requirements and as specified in the applicable Contract.  Set out below is background information that explains the extent of implementation and transition that may be required from the Respondent.

As at January 2018 there are 64 sites hosted on the fully-managed (SaaS) version of govCMS.  There are 117 sites on the self-managed (PaaS) version of govCMS.

govCMS is a whole-of-government platform and provides services to Commonwealth, state and local government entities.

The Respondent must, at a minimum, deliver the functional requirements of govCMS (Solution) outlined in the Statement of Requirements.  The Solution provided for govCMS must be a content management system (CMS) with a website hosting platform (Hosting).

The Solution will be required to achieve an Unclassified-DLM accreditation.

govCMS is not a mandated product.  Agencies choose to use it because it offers value for money.  If the provider changes, as a result of this approach to market, owners of PaaS sites will have up to 12 months, after their anniversary date, to move to the new provider.  Agencies preferring to move away from govCMS would need to procure a new provider for their site(s) in the normal way.

An Industry Briefing will be held on Wednesday 28 February, in Canberra, starting at 10am.  Attendees must register in advance.  A maximum of two (2) people per respondent will be allowed to attend in person, an online video conference of the session will also be available.  Respondents who wish to attend the briefing (either in-person or lnline) must provide written notice to the Contact Officer before 5pm Canberra time, Thursday 22 February.

We may invite short-listed Respondents to prepare a demonstration or proof of concept before deciding on any preferred Respondents.

Finance intends to appoint a single supplier, or a consortium, but may at its discretion appoint additional suppliers.

The contract will be for an initial period of three years, with a one-year extension option available.

Finance will exclude a Proposal from further consideration if at any time before a Head Agreement is executed Finance considers that the Proposal does not meet any one or more of the following conditions for participation:

  • the Respondent exists as a legal entity at the Proposal Closing Time; and
  • the Solution proposed must support Drupal 7 and 8, and be based on public cloud infrastructure.
