The Commonwealth of Australia, represented by the Department of Foreign Affairs and Trade (‘Department’), invites Tenders for the provision of Public Financial Management Program for Institutions and Infrastructure (PFMP-II), in accordance with this Request for Tender (RFT).

The Australian Government aims to help build the foundations for economic growth and build stronger institutions for transparent and accountable governance in the Philippines. To support these objectives, the Australian Government will invest $36.0 million over six years for the Public Financial Management Program for Institutions and Infrastructure (PFMP-II or ‘the Program’) which seeks to contribute to the delivery of safe and accessible infrastructure for inclusive and sustainable economic growth in the Philippines. Approximately $34.2 million will be managed by the Managing Contractor while the remaining $1.8 million will be managed by DFAT.

PFMP-II will work with the Government of the Philippines oversight agencies and infrastructure spending agencies to trial and/or demonstrate new practices and ideas that contribute to a strengthened environment for government expenditure and investment in public infrastructure.

The intermediate outcomes for the Program are:
Targeted national (and provincial if included) government agencies commit to using strengthened budget, procurement, organisational, and safeguard systems for public infrastructure delivery; and
Selected private sector partners adopt innovative approaches to public infrastructure delivery.

The Contract arising from this RFT will be subject to Philippine Government approval.

An Industry Briefing will be held in Manila, on  the 3 July, dates times and venues will be confirmed and notified via an Addendum.

The Tenderer must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth);
(b) The Tenderer must not be listed on the World Bank List or any similar List maintained by a development donor or is the subject of an informal investigation or temporary suspension which could lead the Tenderer becoming so listed;
(c) The Tenderer must not be subject to an adverse Court or Tribunal decision (not including decisions under appeal) for a breach of any workplace relations law, work health and safety law, or workers’ compensation law, or if the Tenderer is subject, that the Tenderer has fully complied, or is fully complying with the Court or Tribunal order; and
(d) The Tenderer agrees to contract as a single legal entity.
