The Australian Building Codes Board (ABCB) develops, maintains and publishes the National Construction Code (NCC) of Australia. In 2002 the ABCB established in-house authoring and publishing using the XML language. The XML authoring tool required the development of a highly customised DTD which was principally designed to output hard copy publications but was also manipulated using XSLT’s to establish the initial NCC Online.

The requirement to review and re-design the NCC schema came about through ABCB projects addressing readability, usability, structural consistency and digitisation and also the need to align with Australian Government policies to address mobility and accessibility. The need to achieve an open standard (Extensible Mark-up Language (XML)) model such as Darwin Information Typing Architecture (DITA) is an important goal for the NCC content to be re-used in other applications such as Building Information Modelling (BIM).

Accordingly, the Department invites suitably qualified consultants/contractors to submit a tender for the review and re-design of the Information Architecture for NCC XML content.

The tenderer and any subcontractors proposed in the tender must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth).

The tenderer confirms that in dealing with its employees and independent contractors, the tenderer has due regard to Commonwealth policies on the engagement of workers, comply with Commonwealth policies on the engagement of workers, including the obligations under the Work Health and Safety Act 2011 (Cth) and relevant work health and safety laws.

The tenderer and any subcontractors proposed in the tender are not insolvent, bankrupt, in liquidation, or under administration or receivership.
