The purpose of this Request for Tender is to seek proposals from appropriate individuals or entities to design and agree on RIMReP data delivery mechanisms (search and display/visualisation products), noting the need to ensure that the data collected and accessed through RIMReP is able to deliver the maximum benefit to stakeholders, partners and the general public through a web mapping, search and visualisation platform.

 

To achieve this, the Authority is seeking the services of an entity or appropriate individual to assess work done to date and identify options for search and display/visualisation products that will address user needs.

 

Specifically, the Resource will be required to:

 

  1. Review relevant background and foundational material. This will include but may not be limited to:

    1. The outputs of relevant previous RIMReP work packages related to development of data management and other tools, including:

      1. A report presenting the results of a data audit and data practices (e.g. data management, storage, access, standards, resources etc) review of Great Barrier Reef monitoring programs.

      2. A strategy to deliver the RIMReP distributed data infrastructure (based on the findings of the report referred to above) that among other things addresses requirements relating to technical infrastructure, and data management and access standards.

      3. A report summarising market research conducted for RIMReP

      4. A report summarising management information needs

  2. Liaise with representatives of Great Barrier Reef monitoring programs that currently have externally-facing visualisation systems to identify capabilities, opportunities and challenges, including pros and cons of different options.

  3. Having regard to the context provided by (1) and (2), investigate, scope and cost the functional requirements for an interactive visual portal that will deliver:

    1. Web mapping, attributes and associated data (linked)

      1. Formats include; shape file, kml, kmz, gpx, xlsx, xls, csv and text.

      2. The ability to connect to various services including WMS, WFS, API, ARCGIS SDE.

    2. Visualisation capability,

      1. Includes mapping (heat, location etc), time slice, graphing, tables, modelling and filters.

    3. User Interface

      1. Secure access for administrators and stakeholders to upload/update data online/offline

      2. The ability to manually upload data in the above formats described in part 1 online/offline.

      3. Full functional interface to design and deploy maps and visualisations for dedicated internal staff.

      4. The ability to design and add new datasets in the above format described in part 1.

      5. The ability for stakeholders and the general public to download data in the same format as it was uploaded.

      6. The ability to print to PDF, TIFF, JPG, PNG

    4. Identify software systems (existing, bespoke or off the shelf) that are able to functionally support and deliver the above requirements.

    5. Consider feasibility of alternate systems under different scenarios that should include:

      1. Whether cloud or in-house hosting is preferred, and;

      2. Whether the Authority will ‘own and manage’ the system (or whether this should be performed by a third party). This suggestion should include a pro/con analysis of Authority ownership or otherwise for different system/platform options including potential costings.

      3. For the above a cost-benefit analysis would also be required to inform the Authority’s decision;

    6. Provide a draft report to include the above requirements for consideration by the Authority, including a ‘pro/con analysis’ of the Authority owning and managing the system/platform

    7. Provide a final report addressing comments/edits from the Authority’s Project Manager.
