The Department is undertaking an evaluation of the Australian Government’s investment in Aboriginal and Torres Strait Islander health, in the primary health care system. The evaluation is to focus on the Australian Government’s Aboriginal and Torres Strait Islander specific primary health care investment through a whole-of-system, consumer-oriented lens.

The evaluation is divided into two phases:

• Phase One: Evaluation design – to be completed by the end of 2017.

• Phase Two: Evaluation implementation – this phase will be an option under the Contract. It is at the Department’s absolute discretion to exercise the option to continue to Phase Two with the evaluator.

The Department requires the services of an evaluator for Phase One – Evaluation design. The evaluator will lead the co-design of a fit-for-purpose evaluation that adopts a systems approach and emphasises participatory evaluation practice to maximise system learning.

Experience in co-design evaluation approaches is desirable.

Tenderers may wish to form a consortium to deliver the services required.  Consortium members will be treated as sub-contractors under the Contract for Services.

The evaluation is to be undertaken in two phases:

• Phase One - Evaluation Design:  is to commence in June 2017 and be completed by end-December 2017.

• Phase Two - Evaluation Implementation: this phase will be an option under the Contract.  Should the Department exercise the option for Phase Two, it is expected to commence in early 2018. Phase Two is likely to involve a number of phased and concurrent elements to be undertaken over a four year period.
