The Australian Non-Admitted Care Classification is being developed by the Independent Hospital Pricing Authority to enable the classification of patient based non-admitted data for the purposes of activity based funding.

The Independent Hospital Pricing Authority has undertaken the classification development in-house thus far. A draft shortlist of potential diagnosis-type and intervention-type variables has been developed and shared in a public consultation process with stakeholders for review.

 

The next stage of development for the Australian Non-Admitted Care Classification will involve revising the draft list of proposed diagnosis and intervention groupings based on stakeholders’ feedback in collaboration with non-admitted care experts and clinicians. The shortlist of variables will be tested, along with other key patient demographic and clinical information, as part of a multi-site and jurisdiction non-admitted care (including non-admitted subacute care) costing study.

The results of the costing study will serve as a basis for the final stages of development of the Australian Non-Admitted Care Classification Version 1.0.

The successful Tenderer will be required to undertake the costing study and provide recommendations for the development and implementation of the Australian Non-Admitted Care Classification. The Tenderer will be required to:

- Develop comprehensive project materials including a project plan with governance structure, stakeholder engagement plan and quality assurance framework.

- Undertake the costing study including developing a site sample strategy, site implementation plan, costing method, data request specification, pilot testing and launching full scale activity collection and costing.

- Consider the data collection process and data collection tool to enable the capture of activity and cost data for the costing study.

- Undertake reporting activities including progress reports, a pilot report and final report with recommendations.

- Supply all data collected during the study to IHPA.

  1. The Tenderer must not have had any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements and have not paid the claim.
  2. The Tenderer, its personnel, and any Subcontractors proposed in the Tender must not, at the Closing Time, be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth).  
  3. The Tenderer (and any Subcontractor proposed in its Tender) must not be named in the Consolidated list referred to in Regulation 40 the Charter of United Nations (Dealing with Assets) Regulations 2008 (Cth).
  4. The Tenderer must comply with Work Health and Safety legislation.

This consultancy is expected to run for 48 months, commencing November 2018. Components of this project must be completed within appropriate timeframes to ensure the ANACC system will be developed by mid-2022.
