The NBA requires an independent expert to undertake a review of the:
a) current Output Based Funding Model (OBFM) to ensure that the model is sound or to identify other models that may be considered for implementation
b) efficiency of the Australian Red Cross Blood Service (Blood Service) Capital program and to agree the method for calculation for the next funding cycle (2019-22)
