Provision of a CabNet Solution

CabNet is the ICT based system used by the Australian Government to support its Cabinet processes. It plays a vital role in the day to day management of both the documents prepared to support the Cabinet’s decision making processes, as well as the running of the Cabinet meetings themselves.
Expressions of interest should detail:
· software and services to replace the CabNet application;
· infrastructure and platform (all server and communications hardware, integration into existing government networks and all hardware required to implement network connectivity and user authentication) to support the software and services, including options for either:
o a managed service (all infrastructure and day-to-day management responsibilities);
o a PM&C procured and hosted solution that is specified by the vendor; or
o a combination of the above;
· system integration and deployment of the new solution; and
· ongoing solution support including infrastructure (if applicable) and software.
PM&C is seeking technologies that support:
· the secure capture and management of structured information operating in a PROTECTED and SECRET environment;
· work-flow management;
· the management of Cabinet and Committee meetings;
· document generation and management;
· the management of Cabinet and Committee meetings;
· electronic communications between users of the CabNet system;
· user interfaces that can operate over many operating systems and devices;
· knowledge management (FAQ, forums and user reference material); and
· reporting.
PM&C will preference solutions with high utilisation of Commercial-Off-The-Shelf components.
An industry briefing will be conducted in Canberra on Friday 17 May 2013 at 10am. Please refer to clause 1.4 of the EOI Cabnet document.
