The Expression of Interest (EOI)is devised to secure potential bidders from the world stage, that have the technical capability and capacity to meet ANSTO’s requirements as set out in Attachment B – Specifications for the manufacture of “Cold Neutron Source (CNS) MK2 IN-PILE ASSEMBLY”, from which ANSTO will produce a shortlisted group of vendors who satisfy the defined selection criteria and move to final shortlist to drive Request for Tender (RFT) process.
The EOI has two stages / phases that registrants to EOI have to satisfy (ANSTO) in order to move to final submissions stage / phase 2.
As this project contains Intellectual Property (IP) associated with CNS and Opal Reactor ANSTO requires registrants responding to EOI, to satisfy“Mandatory Conditions” as set out Stage / Phase One (1).
Once these mandatory conditions are submitted to Craig Ross via email crs@ansto.gov.aufor approval registrants may be approved subject to responses and therefore move to stage / phase two (2). When satisfied ANSTO’s will issue a password that will allow entry into stage / phase two (2), this will in turn allow registrants to down load all associated drawing required for EOI submission. This stage / phase 2 is where registrant are required to submit responses in Austender for final evaluation (Austender ATM ID: PSC000509-2).
In summary the EOI requires estimates of cost, delivery schedule, and comments on any particular design issues that the registrant wants to draw attention too. This will be completed all via schedule under Attachment C. We also want to be convinced that the responding company understands what is required and will be able to provide a Cold Neutron Source (CNS) MK2 IN-PILE ASSEMBLY that will meet ANSTO’s performance specifications.
