The Department invites Tenders for the provision of a Roll Out Partner(s) for the Business Energy Advice Program to deliver energy efficiency and energy retail switching advice to small businesses (businesses that employ between 6 – 20 employees).


The Roll Out Partner(s) will be required to deliver (using digital and other resources such as, but not limited to, websites like energymadeeasy.gov.au; energy.gov.au; sector specific energy efficiency information fact sheets) targeted sector specific advice and information for small businesses to find the best energy tariff and energy retail options, as well as providing up-to-date energy efficiency advice.


The Roll Out Partner(s) will be required to provide a Detailed Roll Out Plan that is acceptable to the Department providing details of how the Roll Out Partner(s) or Approved Providers will provide advice to small businesses.


The Roll Out Partner(s) will be required to report to the Department on a quarterly and annual basis providing interpretive analysis and conclusions on the progress and effectiveness of the BEAP.

The Conditions for Participation are set out in the table below. The Department will not:


(i) consider a Tender unless the Tenderer complies with the Conditions for Participation as at the Closing Time;

(ii) further consider a Tender if the Tenderer ceases to comply with the Conditions for Participation at any subsequent time in the RFT process;

(iii) enter into an Agreement with a Tenderer unless that Tenderer complies with the Conditions for Participation as at that time;

or

(iv) Consider a Tenderer unless it exists as a legal entity at the Closing Time (see paragraph 7.3).

The agreement for the Supplies is expected to commence on Monday 25 March 2019, subject to contract negotiation and conclude on Wednesday 24 March 2022.
