Request for Expression of Interest (EOI) for the provision of Superannuation Administration System

The Commonwealth of Australia represented by the Department of Finance and Deregulation (Finance) seeks submissions from organisations with the capacity and capability to provide a superannuation administration system to Finance.
The existing system – the Superannuation Management System (SMS) – is a bespoke application used by Finance to administer the Parliamentary Contributory Superannuation Scheme (PCSS). The PCSS is a defined benefits scheme for Federal Members of Parliament (parliamentarians), governed by the Parliamentary Contributory Superannuation Act 1948.
Finance is committed to maintaining a high quality responsive service to members of the PCSS and is therefore seeking proposals to modernise the administration of the PCSS.
This Request for Expressions of Interest (EOI) is the first stage of a two stage procurement process to select a supplier to provide the Services. Finance will conduct an evaluation of the submissions and expects to issue a request for tender (RFT) to short listed Respondents, dependent upon available funding.
Finance encourages a wide range of solutions and innovative approaches to be proposed that:
• meet Finance’s business requirements, without introducing any ongoing risks; and
• are competitive in terms of the Total Cost of Ownership (TCO) of the solution.
An industry briefing will be held in Canberra on 14 December 2012. Attendance at the industry briefing is recommended but is not a requirement or a prerequisite to lodging a submission. Finance will advise Respondents of the venue and time for the industry briefing at the time of arranging attendance as set out in clause 8.3(a) of the EOI document.
There are no Conditions for Participation applicable to this EOI.
Implementation within 12 months of contract signature.
