The Skills for Education and Employment (SEE) program seeks to improve eligible job seekers' language, literacy and numeracy (LLN) skills by delivering accredited training nationally, to enable job seekers to participate more effectively in training or in the labour force. Under the Program, independent verification (IV) activities assist providers to develop, refine and moderate their training and assessment practices, as well as improve reporting and ensure national consistency for the Program.

Accordingly, the department seeks to engage a provider to deliver the following in relation to independent verification services:

  1. Auditing and professional services in the form of onsite and offsite verification to establish the appropriate application of, and the accuracy and reliability of assessments claimed against, the Australian Core Skills Framework (ACSF), including reviews of work experience and learning objectives;
  2. Development and delivery of professional development workshops to maintain national consistency and moderation of the SEE program; and
  3. Development and delivery of training resources to assist SEE providers meet their contractual obligations, as required by the department.

To be eligible to participate in this tender exercise, tenderers, at the time of submitting tender submissions, must be a Registered Training Organisation (RTO) and remain so throughout the period of service delivery. To become an RTO an organisation must be registered with the Australian Skills Quality Authority, see www.asqa.gov.au for further information.

  • The tenderer and any subcontractors proposed in the tender must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth).
  • The tenderer confirms that in dealing with its employees and independent contractors, the tenderer has due regard to Commonwealth policies on the engagement of workers, comply with Commonwealth policies on the engagement of workers, including the Workplace Relations Act 1996 (Cth), the Fair Work Act 2009 (Cth), and Fair Work (Transitional Provisions and Consequential Amendments) Act 2009 (Cth) and obligations under the Work Health and Safety Act 2011 (Cth) and relevant work health and safety laws.
  • The tenderer and any subcontractors proposed in the tender are not insolvent, bankrupt, in liquidation, or under administration or receivership.
  • To be eligible to conduct service delivery of the Program tenderers at the time of submitting tender submissions must be a Registered Training Organisation (RTO) and remain so throughout the period of service delivery. This includes any consortium members and subcontractors.
