For the provision of services to review the authority's current Compliance Management System (CMS) and identify options
Project context – GBRMP Compliance Program
Protecting the world-renowned beauty and biodiversity of the Great Barrier Reef World Heritage Area and ensuring a level playing field for all of its users are key aims of the compliance management undertaken by the Australian and Queensland governments’ joint Field Management Program.
Compliance with Marine Park and other environmental legislation in the World Heritage Area is coordinated by a central unit – the Field Management Compliance Unit. A number of Australian and Queensland agencies participate in the compliance and surveillance program, including the Great Barrier Reef Marine Park Authority, Queensland Parks and Wildlife Services, Queensland Boating and Fisheries Patrol, Queensland Water Police and Maritime Border Command.
The compliance program for the World Heritage Area includes education, aircraft, vessel, satellite and land-based surveillance, remote vessel tracking and audits of activities that require a permit. The aim is to achieve high levels of voluntary compliance, while also maintaining a strong enforcement approach to deter and detect illegal activity.
Scope
The purpose of this Request for Tender is to seek proposals from qualified business analyst’s to review the authority’s current compliance system and identify options for replacement. Specifically, the objectives of this analysis is to ensure that the functionality and interoperability of the new system is able to deliver the maximum benefit to stakeholders and program partners into the long term. The resource will be required to:

Review the existing system including:

Mapping existing functionality, data flow, software and networking

Mapping existing business process

Review current hosting and system delivery infrastructure

Review interoperability with other internal and external systems

Provide a draft business process/system model overview report of the existing system

Liaise with internal/external stakeholders/users in order to identify optimal future functional requirements.

Identify systems (existing, bespoke or off the shelf) that are able to support and deliver the optimal functional requirements and interoperability.

Identify options, costs and provide recommendations considering alternate scenarios of whether the system should be internally hosted, cloud based in a secure setting or a combination of both.

Provide a draft report to include the above requirements for consideration by the program managers

Provide a final report including comments/edits to the project managers.
