The Australian War Memorial (‘the Memorial’) is issuing this RFT to identify a source for the provision of Facilities Maintenance and Cleaning Services for the Australian War Memorial that provides best value for money.

Facilities Maintenance Services

The Memorial seeks a lump sum tender for the provision of scheduled maintenance from a facilities maintenance supplier on the facilities services including:

(a)          a lump sum tender for the provision of scheduled and reactive maintenance of key facilities services within the permanent buildings in the Campbell and Mitchell Precincts;

(b)          a Work Repair Limit (semi-comprehensive component—see clause 4.2 of Schedule 1A (Statement of Requirement—Facilities Maintenance Services)); and

(c)           a schedule of rates for extended works.

To allow the Memorial to restore, house and present their collection, the buildings contain a significant quantity of traditional and specialised services assets.

Cleaning Services

The Memorial seeks a lump sum tender for provision of cleaning services from a suitably qualified supplier of cleaning and hygiene services for its purpose built buildings, located across two precincts, including:

(a)          a lump sum tender for the provision of cleaning services within the 11 permanent buildings in the Campbell and Mitchell Precincts;

(b)          a lump sum tender for the provision of hygiene services; and

(c)           a schedule of rates for extended works.

Further details of the Requirement are set out in Schedule 1A (Statement of Requirement—Facilities Maintenance Services) and Schedule 1B (Statement of Requirement—Cleaning Services) respectively.

Tenderers should submit separate responses for Facilities Maintenance and Cleaning Services if they elect to Tender for both categories of services.

Tenderers must offer to provide the entire Requirement for either:

(a)          Facilities Maintenance; or

(b)          Cleaning Services; or

(c)           both categories of services

as specified in this RFT.  No Tenders for only part of either category of service will be accepted.

The Memorial intends:

(a)          to evaluate Tenders for Facilities Maintenance Services and Cleaning Services separately and identify the best value for money Tenderers for each category of service as a result of this RFT process; and

(b)          award a contract to one or two successful Tenderers, depending on what arrangement is best value for money for the Memorial.

The Conditions for Participation for Facilities Maintenance are:

(a)          The Tenderer must have a registered business address and fully manned office in the ACT, or be able to demonstrate the ability to setup and man an office in the ACT prior to commencement of any contractual arrangement that results from this RFT.

(b)          The Tenderer must hold the respective trade-based licences and accreditation to undertake the works specified in clause 2.2 (Key Requirements) of Schedule 1A (Statement of Requirement—Facilities Maintenance Services) for Facilities Maintenance only.

(c)           The Tenderer must have a manned 24 hour/7 day call centre.

(d)          The Tenderer must be able to undertake the works generally utilising in-house employees.

(e)          The Tenderer must have attended the industry briefing for Facilities Maintenance, or if they submit a Tender for both categories of services, both industry briefings.

The Conditions for Participation for Cleaning Services are:

(a)          The Tenderer must have a registered business address and fully manned office in the ACT, or be able to demonstrate the ability to setup and man an office in the ACT prior to commencement of any contractual arrangement that results from this RFT.

(b)          The Tenderer must have a manned 24 hour/7 day call centre.

(c)           The Tenderer must be able to undertake the works generally utilising in-house employees.

(d)          The Tenderer must have attended the Cleaning Services industry briefing, or if they submit a Tender for both categories of services, both industry briefings.

The term of the contractual arrangement with the successful Tenderer or successful Tenderers, as the case requires, will be four (4) years with the Memorial having the option to extend any contractual arrangement that results from this RFT for further additional periods up to a maximum of six (6) years to a total term of no more than ten (10) years.

The Memorial anticipates that any contractual arrangement resulting from this RFT will commence in the last week of March 2019 with a transition-in period and that the Services will commence delivery on 1 July 2019.
