Expression of Interest to Join a Panel for the Provision of Immediate and Interim Data Centre Facilities

The Commonwealth of Australia represented by the Department of Finance and Deregulation (Finance) is making an open approach to the market in order to seek offers from organisations with the capacity and capability to join a panel to provide Data Centre facilities to the Australian Government.
Finance is inviting Expressions of Interest with the intention to create a panel of providers to satisfy Data Centre requirements for immediate and interim use by Agencies.
Each Respondent will provide the required space and services in Data Centre facilities that are purpose-built, energy efficient and cater to different operational requirements.
Each Respondent may offer Data Centre facilities in one or both general locations:
Location A: In the ACT
a) between 1000m2 to 2000m2 of available floor space;
b) for immediate fit out and in any case within the 09/10 financial
year;
c) in one or more sites, with a minimum size of 500m2 per site.
Location B: Outside the ACT
a) between 1000 m2 to 2000m2 of available floor space;
b) for immediate fit out and in any case within the 09/10 financial
year;
c) in one or more sites, with a minimum size of 500m2 per site.
1. The Conditions for Participation applicable to this EOI process are that:
a) the Respondent must be Financially Viable (see Attachment I - Respondent Declaration);
b) the Respondent complies or will comply with the National Code of Practice for the Construction Industry and the Australian Government Implementation Guidelines (see Attachment N); and
c) at the time of Deed signature the Respondent must not have been:
i) precluded from tendering for Australian Government funded work; or
ii) specifically excluded from participating in this EOI
2. Subject to clause 5 of Attachment F (Terms and Conditions of EOI), a Response that does not meet the Conditions for participation set out in clause 1 of this Attachment A will be excluded from further participation in this EOI process, and will not be evaluated.
3. Where a Response is rejected for failure to meet the Conditions for Participation, the Respondent will be advised in writing that the Response has been rejected for this reason.
4. In support of the Respondent's declaration that it is Financially Viable, the Respondent should include in their Response an audit letter of approval from their last financial statement or similar evidence from their accounts.
5. The Respondent's compliance with the National Code of Practice for the Construction Industry and the Australian Government Implementation Guidelines is demonstrated by submitting a completed Attachment N (Undertaking of Compliance with the National Code of Practice for the Construction Industry) that supports compliance with the condition referenced at clause 1.b) with its Response.
