Design, Review and Monitoring and Evaluation Panel
The purpose of the DEV Panel will be to provide DFAT program areas (and other government agencies) with streamlined means to procure design, review and monitoring and evaluation (M&E) services.
The Panel sets out the terms and conditions for specific purchases, but does not commit the Australian aid program to specific purchases. It may be used for aid-related goods or services that are required by the Commonwealth.
PANEL OBJECTIVES
The objectives of the Panel are to:
(a) contribute to aid policy development and program delivery and enhance the effectiveness of the Australian aid program;
(b) ensure that aid advisory services are based on international good practice, lessons learned from Australian and regional aid implementation and insights from other aid agencies;
(c) assist the Australian aid program to keep up with current trends and developments and apply this knowledge practically throughout the aid program; and
(d) provide the Australian aid program with access to high quality, timely advice.
(a) The tenderer must have demonstrated relevant experience in international development design, review or M&E activities.
(b) The Tenderer must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth);
(c) The Tenderer must not be listed on the World Bank List or any similar List maintained by a development donor or is the subject of an informal investigation or temporary suspension which could lead the Tenderer becoming so listed;
(d) The Tenderer must not be subject to an adverse Court or Tribunal decision (not including decisions under appeal) for a breach of any workplace relations law, work health and safety law, or workers’ compensation law, or if the Tenderer is subject, that the Tenderer has fully complied, or is fully complying with the Court or Tribunal order; and
(e) The Tenderer agrees to contract as a single legal entity.
Expected start date September 2019. The panel is expected to operate for an inital 3 years with an option of a further 3 years.
