This procurement is required to establish a Deed of Standing Offer under RFT ID CASG/LSD/RFT0003/18 for the provision of Cloth, Flannel, Cotton, Plain for cleaning Defence’s fleet of 5.56mm and 7.62mm bore weapons. The cloth is currently in service and required in two types:
NSN 8305-66-132-7430 - 100mm wide marked with a red stripe;and
NSN 8305-66-139-2251 – 50mm wide marked with a black stripe,
for use to clean the two different barrel sizes. The cloth is used to both apply and remove cleaner, lubricant and preservative to the barrel bores and is used for more general cleaning; and has specified levels of absorbency. The colour stripes are spaced such that the correct length required to clean inside each size bore can easily be determined.
Rather than incur the cost of testing large quantities of non-compliant product, it is proposed that tenders provide evidence of compliance with the specification from an independent nationally or internationally recognised test facility, such as National Association of Testing Authorities (NATA) with each tender.
The Commonwealth will consider a tender for part of the Supplies.
Tender sample(s), with the minimum length of 20m for each, are/is required.
The Commonwealth will exclude a tender from further consideration if theCommonwealth considers that the tenderer does not comply with:
a. the Commonwealth’s security requirements set out in clause 2.5;
b. the Commonwealth’s requirements for Tender Samples as set out in clauses 2.7.6; or
c. the Minimum Content and Format Requirements in accordance with clause 3.2.
